Job Description
Provides grants administration and serves as the primary point of contact for matters related to grants and the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act (RESTORE Act).
- Supervises, trains, and evaluates the performance of staff; gives recommendations as it relates to hiring, development, and discipline of staff.
- Develops a grants administration work plan which includes goals, objectives, and compliance measures for the grants function.
- Determines grant opportunities using professional and independent judgement with County staff which fit within the strategic direction of the County and the parameters of the funding agency.
- Maintains and builds relationships with funders and other strategic partners on local, state, and national levels.
- Develops grants management system (GMS) process and monitors grant information per award to ensure documentation and processes in software adhere to the Grants Policy and Procedures Manual.
- Provides guidance in grant implementation and management, including instruction of internal procedures and funding agency compliance, grant documentation, and assistance with issues of financial, personnel, payroll, purchasing, reporting and administration of funded awards.
- Provides guidance to department program managers with federal and state reports; assists to resolve budget and compliance issues.
- Provides technical assistance to all grantees during the life of awarded projects.
- Monitors and interprets applicable laws, regulations, and policies, staying abreast of changing trends and best practices; provides grant procedures training to new financial and program manager staff within the County.
- Coordinates year-end financial grant activities and reporting, including preparation of Schedule of Expenditure of Federal Awards, journal entries or other financial reports as required by internal and external auditors.
- Serves as the point of contact for the Okaloosa County Board of County Commissioner related to grants and the RESTORE Act; collaborates with consultant firms hired by the County on all related matters.
- Ensures uniform application of the guidelines provided in the RESTORE Act, federal rules, community needs, desires, and other relevant factors, for natural resource protection or restoration projects or activities.
- Attends meetings outside of normal business hours for the County, other organizations, and the public in regards to RESTORE Act matters.
- Organizes Board agenda items, preparing reports and presentations for the County Administrator, paperwork for signature, drafting and editing sub-agreements, and contracts for legal review.
- Performs other duties as assigned.
