GENERAL SUMMARY
Old Colony Regional Vocational Technical High School District is seeking a SBM with a preferred start date in the Summer of 2026, or a mutually agreed date. The SBM reports directly to the Superintendent-Director and is responsible for the administration of the District financial affairs, fiscal policies, procurement, collaborative budget development and oversight. The SBM supervises the Business Office, Food Service Director, Transportation services, and consults with Grants Coordinator and the Buildings and Grounds Director. The SBM actively collaborates with the School Leadership Team, the School Committee, and Town officials.

The preferred candidate will have experience within a regional vocational-technical school district and/or regional setting, a Bachelors Degree in Business Administration or Accounting, licensure as Massachusetts School Business Administrator, and strong financial software skills.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty. The requirements listed below are representative of the knowledge, skills, and/or ability required. Bachelors Degree in Accounting or Business Management Massachusetts School Business Administrator licensure, or in the process of licensureMassachusetts Certified Public Purchasing Official (MCPPO), preferredMinimum of three years of experience as a SBM, Assistant SBM, Accountant, preferably in an educational or municipal government setting Managerial experience managing financial services within a school district, including but not limited to, School Finances, Purchasing, Payroll, Accounting, Food Service, Grant Management, Facilities, Transportation and Personnel Administration Knowledge of budget planning, and financial management principles and practices; labor relations and negotiations, public construction, municipal finance; excellent oral and written communications, strong analytical and technology skills, forecasting, cost-benefit analyses, and decision-making activities
ESSENTIAL DUTIES AND RESPONSIBILITIES
The SBM will provide leadership and coordination of all aspects of the districts financial and business services, including the budget, payroll, accounts payable, accounts receivable, and purchasing.

Coordinates with the District Administration and the School Committee to develop the annual operating budget for the District including preparing and disseminating budget guidelines, providing training to and assisting administrators and staff in preparation of department and school budgets, and presenting the budget to stakeholders. Makes recommendations on budget or fiscal policy changes to the Superintendent-Director. Develops and maintains professional collaborative working relationships with district town officialsAdministers a budget control system, submitting budget adjustments to the School Committee for approval in accordance with school district policy. Works with the Superintendent-Director and School Committee to develop and implement all School Committee financial policies. Serves as fiscal agent for all Federal and State grants; reviews and approves grant applications in coordination with the Superintendent-Director; coordinates grant submissions including requests for payments, amendments, and reports. Monitors all Federal and State accounts and advises administrators assigned to the project management of said accounts to ensure procedures are consistent with correct accounting practices and legal and regulatory guidelines.

Works with district treasurer, bond counsel and financial service companies to seek and manage debt. Prepares and submits the DESE End-of-Year reports and financial reports. Receives and records all payments, receipts and gifts. Maintains all business and financial records of the District in accordance with applicable laws and regulations.

Establishes and supervises a program of accounting and reporting for the financial affairs of the district, including controls for transfer of funds, and submits monthly reports to the School Committee detailing the status of the budget appropriation. Prepares financial reports in conformance with all required annual audit procedures and implements annual audit suggestions in a timely fashion. Supervises the preparation of cost estimates for collective bargaining proposals, and participating in collective bargaining planning and strategy sessions.

Directs Food Service Director and Business Office StaffManages the Districts insurance coverage.

Attends meetings of the School Committee, appropriate subcommittees and other meetings as requested by the Superintendent-Director.

Works with and assists District Auditors and working collaboratively with District Counsel, and TreasurerParticipates in professional meetings with the District Leadership Team. Manages the Districts OPEB (Other Post-Employment Benefits)Attends and participates in Massachusetts Association of School Business Officials (MASBO) and other related organizations. Monitors the School Lunch Program and completes necessary state and federal reports and audits. Monitors a district-wide plan for the management of special revenue funds, student activity, and school-based funds.
