The Cultural Resource Specialist (Review & Compliance Archaeologist) plays a key role in supporting Confederated Tribes of Warm Springs' (CTWS) Tribal historic preservation initiatives through meticulous regulatory oversight, interdisciplinary coordination, and detailed administrative support. This position is responsible for ensuring compliance with federal, state, and Tribal cultural resource laws, including NHPA, NAGPRA, NEPA, and related statutes, particularly focusing on Section 106 review processes. This role reviews project documentation, drafts formal correspondence, and maintains accurate records to support historic preservation goals in alignment with the CTWS priorities. The role facilitates coordination between archaeologists, anthropologists, and Tribal representatives to ensure culturally appropriate and legally sound project outcomes. In addition to compliance-related duties, the position oversees key administrative functions, including data and document management, interdepartmental scheduling, oral history logistics, and internal reporting. The ideal candidate brings a strong understanding of Tribal sovereignty, cultural protocols, and preservation laws, as well as the organizational skills needed to manage the day-to-day flow of preservation review processes.

Key Tasks Include:

Maintain organized records of Section 106, NEPA, and other regulatory reviews, correspondence, and consultation logs. Track all project documentation including permits, memoranda of agreement (MOAs), and cultural resource surveys. Arrange for THPO signature as necessary. Draft and format formal consultation letters to federal and state agencies. Prepare compliance documentation and internal reports summarizing project findings and review outcomes. Assist in assembling annual or quarterly reports for Tribal Council or other governing bodies. Enter and update data into project tracking systems (e.g., GIS layers, CRM software, or compliance trackers). Generate reports and status updates on project reviews or Tribal properties. Monitor deadlines for agency review periods and ensure timely submissions. Ensure that review processes align with federal, state, and Tribal protocols. Aids THPO with review and assessment of federal undertakings on tribal lands to ensure compliance with Section 106 of the National Historic Preservation Act (NHPA). Consult with federal agencies regarding projects that may affect historic properties, developing plans to protect or mitigate harm. Ensure compliance with Tribal, federal, and state cultural resource laws (e.g., NHPA, NEPA, AIRFA, NAGPRA). Review and edit technical reports and ensure alignment with compliance requirements.
