ANTHC Retirement Plan:

Summary:
Under close supervision, assists with the National Environmental Policy Act (NEPA) and permitting process to ensure timely construction of sanitation, energy and health facilities projects. Assist with preparing permit applications; Storm Water Pollution Prevention Plans (SWPPPs); and NEPA Categorical Exclusions (CATEX) and Environmental Assessments (EAs).
Responsibilities:
REPRESENTATIVE DUTIES
Environmental Specialist I:
Gather and analyze environmental data and assist with preparing NEPA documents and permit applications in support of Alaska Native Tribal Health Consortium (ANTHC) Division of Environmental Health and Engineering (DEHE) planning, design, and construction projects. Assist with applying environmental regulatory requirements for all DEHE projects including the Clean Water Act, NEPA, Endangered Species Act, Contaminated Sites, Fish Habitat, and Floodplain Management. Work collaboratively with Engineers, Project Managers, Construction Managers, and the Environmental team to assist with preparing permit lists, obtaining permits, and completing regulatory compliance documentation for construction projects. Conduct field inspections to ensure DEHE compliance with permits and environmental regulations. Prepare desktop studies and conduct occasional field studies. Provide support to contractors and Tribal Health Organizations and communities in the performance of these activities. Perform other duties as assigned.
Environmental Specialist II:
All duties outlined in Environmental Specialist I. Review project scopes and assist in identifying environmental effects and permits requirements for sanitation, energy and health facility projects. Assist with evaluating environmental regulatory requirements including the Clean Water Act, NEPA, Endangered Species Act, Contaminated Sites, Fish Habitat, and Floodplain Management. Assist with preparation of permit applications, NEPA documents, and associated environmental documentation to support funding and construction. Attend project meetings, and work collaboratively with Engineers, Project Managers, Construction Managers, and the Environmental team. Maintain NEPA and Permit Tracking databases.
Environmental Specialist III:
All duties outlined in Environmental Specialist I and II Review project scopes and engineering design plans, and gather and analyze environmental data to evaluate effects and identify required permits for Alaska Native Tribal Health Consortium (ANTHC) Division of Environmental Health and Engineering (DEHE) sanitation, energy and health facility projects. Interpret and apply environmental regulatory requirements including the Clean Water Act, NEPA, Endangered Species Act, Contaminated Sites, Fish Habitat, and Floodplain Management. Prepare local, state and federal permit applications. Prepare NEPA documents and associated environmental documentation to support funding and construction. Work collaboratively with Engineers, Project Managers, Construction Managers, and the Environmental team. Attend project meetings to ensure project specific NEPA and environmental permitting and compliance are addressed. Establish and maintain relationships with regulatory and resource agencies to ensure the timely issuance of permits and approvals. Prepare technical Environmental guidance for DEHE staff and management summarizing internal processes and interpreting regulations. Provide costs estimates and develop scopes for environmental services. Plan for construction in known or suspected contaminated areas. Track and document compliance when previously unknown contamination is encountered during construction.
Environmental Specialist IV:
All duties outlined in Environmental Specialist I, II, and III Provides technical expertise necessary to scope and prepare NEPA documents and obtain permits for Alaska Native Tribal Health Consortium (ANTHC) Division of Environmental Health and Engineering (DEHE) planning, design, and construction projects. Stay up to date on regulatory changes and maintain compliance. Maintain NEPA and Permit Tracking databases. Mentor junior Environmental staff and act in the capacity of the Environmental Manager when delegated.

MINIMUM EDUCATION QUALIFICATION
Environmental Specialist I A Bachelor's degree in Environmental Science, Biology, Natural Resources Management, or other environmental field of study or ability to obtain within 1 year of hire. Environmental Specialist
II - IV A
Bachelor's degree in Environmental Science, Biology, Natural Resources Management, or other environmental field of study.
MINIMUM EXPERIENCE QUALIFICATION
Environmental Specialist I Non-supervisory- Entry level, two (2) years of professional work experience in federal and state environmental permitting, regulatory compliance, or related work supporting project permitting or environmental document preparation, implementation, and evaluation. Environmental Specialist II Non-supervisory - Four (4) years professional work experience in federal and state environmental permitting, regulatory compliance, or related work supporting project permitting or environmental document preparation, implementation, and evaluation. Environmental Specialist III Non-supervisory - Six (6) years professional work experience in federal and state environmental permitting, regulatory compliance, or related work supporting large project permitting and NEPA document preparation. Environmental Specialist IV Non-supervisory - Eight (8) years professional work experience in federal and state environmental permitting, regulatory compliance, or related work supporting large project permitting and NEPA document preparation. AND Supervisory - Two (2) years of supervisory experience.

Environmental Specialist III Alaska Certified Erosion and Sediment Control Lead (AK-CESCL) Environmental Specialist IV Two years of experience in Alaska Alaska Certified Erosion and Sediment Control Lead (AK-CESCL)
ADDITIONAL REQUIREMENTS
Travel within Alaska in small fixed wing aircraft
