SUMMARY:
This position is located in the Environmental Management Office (EMO) of the Construction and Facilities Maintenance Office (CFMO), a directorate functioning within the Idaho Military Division (IMD). The primary purpose of this position is to monitor implementation of the National Environmental Policy Act (NEPA), Environmental Condition of Property (ECOP) compliance, and associated environmental planning requirements for the Idaho Army National Guard (IDARNG).
MILITARY DIVISION MANDATORY QUESTIONS

MANDATORY REQUIREMENTS
(attach as a supporting document in Luma): (1) Must be a member of the Idaho National Guard. Provide your military grade, job title, MOS/AFSC/AOC and unit of assignment. (This requirement may be waived; include a statement requesting a waiver of this requirement in lieu of the military information). (2) Must have and maintain a valid and fully privileged state issued driver's license (from any state). Provide your driver's license number, issuing state, license expiration date, and the full name specified on the license. ( Do not provide a copy of your driver's license.) (3) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager or OPM is required prior to appointment into this position.)
PREFERRED QUALIFICATIONS
(USED
FOR APPOINTMENT AT NGA-11, AT THE DISCRETION OF THE HIRING OFFICIAL
): (1) 36 months or more experience related to the knowledge requirements below; and/or, (2) Degree from an accredited college or university in biological science, agriculture, natural resource management, chemistry, or a related field; and/or (3) Documented experience conducting pre-construction site assessments, environmental baseline studies, and real estate transaction screen analysis.
REQUIRED EXPERIENCE
(attach as a supporting document in Luma): Must have 24 m onths' experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement below that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience.

TRAINEE APPLICANTS

KNOWLEDGE REQUIRED
(1) Knowledge of environmental laws and regulations generally, and the National Environmental Policy Act (NEPA) and Environmental Condition of Property specifically; and the ability to research, analyze, understand, apply laws and regulations, and compile or develop the appropriate documentation in a compliance program. (2) Knowledge of natural, cultural and environmental preservation and protection regulations such as Endangered Species Act (ESA), Migratory Bird Protection Act (MBPA), Clean Air Act (CAA), Clean Water Act (CWA), National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), Resource Conservation and Recovery Act (RCRA), and others. (3) Knowledge of military training, military operations, military training areas, military construction, and associated activities and the ability to assess the impact of those activities upon the environment. (4) Knowledge of topographic, aerial, and other maps sufficient to read, interpret, and locate specific information, geographic landmarks, and determine associated attribute data. (5) Knowledge in the use of computers with common computer software, global positioning system devices, global information system software, and analytical/spatial tools and software. (6) Knowledge of communication techniques and the ability to communicate effectively; present information clearly, concisely, accurately and in ways that promote understanding and demonstrate strong influencing skills; and the ability to comfortably interact with executive and senior level management and officials.
