An Overview Are you experienced in resolving challenging environmental issues? If so, you are encouraged to apply for the Environmental Program Manager position in the Department of Transportation & Environmental Services (T&ES) Environmental Services Branch to perform professional and technical work on a broad range of environmental issues. The Environmental Program Manager is the lead staff member within the City's Environmental Quality Section working on environmental programs including noise control and enforcement, contaminated land remediation, air quality, implementation of the City's Environmental Action Plan, and other emerging environmental issues that the City faces. The Opportunity Supervises and works with a small team of environmental professionals and inspectors on a broad variety of environmental topics including sustainability and resiliency, contaminated land issues, air pollution, light pollution and noise issues; Administers and enforces the City's Noise Control Program by managing the daily activities of the program and supervising two noise inspector positions. These activities include responding to residents' noise complaints (service requests); conducting on-site noise investigations, and issuing noise variance permits. Some of these activities may occur in evening and/or weekends; Exercises knowledge in the development and/or review of Phase I and Phase II Environmental Site Assessments, site characterization reports, risk assessments, remediation / corrective action plans and Health & Safety Plans; Manages the investigation and remediation of City contaminated sites, as applicable; Reviews development plans for environmental impacts for noise, air, and lighting and participates in developing conditions for special use permits (SUP) and development special use permits (DSUP) to mitigate those impacts; Assists the Senior Environmental Specialist in coordinating with the City's Environmental Policy Commission, which is a citizen advisory group that makes policy recommendations to the City Council; Conducts investigations into air pollution and noise complaints (service requests), meets with the complainant, as necessary, and assists in resolving issues and/or issuing an enforcement action, as required; Coordinates with the Senior Environmental Specialist in the implementation and tracking of the City's Environmental Action Plan (EAP) 2040; Collaborates with the Senior Environmental Specialist to participate in public education and community outreach on environmental issues including the Eco-City Alexandria initiative; Serves as a representative of the City government on regional environmental committees and initiatives, such as those led by Metropolitan Washington Council of Governments (MWCOG), Northern Virginia Regional Commission (NVRC), and others; Acts as a subject matter expert on related environmental issues for the City; Presents information regarding these environmental topics to the community, outside agencies, senior staff, and City officials; Perform related work as required. Minimum & Additional Requirements To qualify for this position, all candidates must possess a bachelor's degree in Environmental Science or Engineering or equivalent with at least five (5) years of professional experience in the environmental field. Three (3) years of experience in managing environmental resources across different environmental disciplines in a public or private setting, and possess strong commitment to serving the needs of a diverse population and proficiency in implementing successful programs to improve institutional performance regarding sustainability issues. Notes This position may require work outside of standard business hours, including evenings and weekends as needed.
