DESCRIPTION
\r\n\r\n\r\n\r\nALAMEDA\r\nCOUNTY HEALTH \r\nAlameda\r\nCounty Health is the local government agency that promotes and protects the\r\nhealth and well-being of all who live, work, learn, and play in Alameda County.\r\nWe coordinate services and cultivate partnerships with community organizations\r\nand providers to help ensure access, organize, and deliver health care and\r\nservices to people with Medi-Cal and without insurance, support resilient\r\ncommunities, and improve health for all. We focus on health equity by\r\ndeveloping programs and systemic solutions that reduce disparities for the\r\npeople and communities we serve. \r\nAlameda County Health's\r\ndepartments and programs focus on services and support that provide care for\r\nthe whole person. \r\n�\r\nThe Behavioral Health Department provides mental health and\r\nsubstance use services for people with Medi-Cal and without insurance and\r\nsupports people along their path to wellness, recovery, and resilience.\r\n�\r\nThe Environmental Health Department works to keep our air,\r\nwater, and food safe; it regulates, protects, and promotes the health of\r\neveryone in Alameda County by enforcing environmental health codes to reduce\r\nexposure to toxins and diseases.\r\n�\r\nThe Public Health Department focuses on community and\r\npopulation-level health, preventing and addressing root causes of health\r\ninequity across a range of communicable and chronic diseases.\r\n�\r\nAlameda County Health also provides services through Housing and\r\nHomelessness Services, Emergency Medical Services Agency, HealthPAC, and\r\nHealthy Schools and Communities.\r\n\r\nPUBLIC\r\nHEALTH DEPARTMENT\r\nAs part of Alameda County Health, the Public Health Department\r\nworks in partnership with our local communities to ensure the optimal health\r\nand well-being of all people. We monitor health status and service delivery,\r\nprevent disease, mobilize communities, conduct outreach, and promote health\r\npolicy and education. We actively seek partnerships and engage with the\r\ncommunity to improve community health through a dynamic and responsive process\r\nthat respects diversity, addresses health equity, and challenges us to provide\r\nfor present and future generations. \r\n\r\n\r\nWe are nurses, doctors, community psychologists,\r\nepidemiologists, dentists, medical social workers, physical and occupational\r\ntherapists, dietitians, outreach workers, health educators, program managers,\r\nand pre-hospital care coordinators.\r\n\r\n\r\nTHE POSITION\r\nUnder general direction, leads\r\nplanning, design, and implementation of epidemiology surveillance, and\r\nevaluation activities at the program level, including epidemiological studies;\r\noversees and provides lead direction and technical expertise for epidemiology\r\nprogram goals and objectives; and performs related work as required.\r\n\r\n\r\nTHE VACANCIES\r\nThe current Epidemiologist III\r\nvacancies are located in Alameda County Health, Public Health Department. However, the eligible\r\nlist resulting from this recruitment may be used to fill future vacancies in\r\nother program areas and departments.\r\n�\r\nTHE IDEAL CANDIDATE\r\nIn addition to meeting the\r\nminimum qualifications below, the ideal candidate will possess the following\r\ncritical attributes:\r\n\r\n\r\n\r\n Leading the development of high-level reports, presentations and dashboards to inform staff and programs, policy makers, community, students and professionals.�\r\n Project management to establish scope, priorities, tasks, timelines, and completion of epidemiologic analysis projects\r\n Identifying health inequities and drivers of health inequities, and considering policy and programmatic approaches to reducing health inequities�\r\n Providing guidance to stakeholders on designing and implementing surveillance, research, or evaluation that includes analyzing quantitative health-related data\r\n Leading the cleaning, analysis, and synthesis of quantitative program, surveillance, and/or outbreak data for dissemination.�\r\n Designing and conducting quantitative analyses regarding health inequities and the structural drivers or social determinants of health.\r\n Acting in a lead capacity coordinating, monitoring, and reviewing work; mentorship and coaching; and providing specialized technical assistance and training.\r\n Appropriately applying the principles and practices of epidemiology, statistics and public health including disease surveillance, designing epidemiologic analyses, and conducting descriptive and/or multivariable analysis�\r\n Manipulating, analyzing, and synthesizing data for reports, presentations and publications.\r\n Identifying and integrating information from a variety of sources; detecting trends, associations, and cause-effect relationships.\r\n Delivering presentations suited to the needs of technical audiences, lay audiences, and communities disproportionately affected by health inequities.\r\n Taking advantage of available resources to complete work efficiently, while prioritizing more critical and less critical activities and assignments and adjusting priorities as appropriate.\r\n Building partnerships and developing collaborative rapport with various entities such as academic institutions, health care organizations, community-based organizations, and state and federal public health partners.\r\n Outstanding verbal and written communication and presentation skills.\r\n Proactively problem-solving and learning new skills.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n
MINIMUM QUALIFICATIONS EITHER
I\r\nExperience:
\r\nThe equivalent of two years of full-time experience in the class of Epidemiologist II in the Alameda County classified service.\r\nOR II �\r\n
Education:
�\r\nPossession of a master's degree from an accredited college or university in epidemiology, biostatistics, social/behavioral sciences or another closely related field.\r\n
AND\r\nExperience:
\r\nThe equivalent of four years of full-time, professional-level epidemiology experience, preferably in a public health, health care delivery, or academic institution setting.\r\n�\r\n
Substitution:
\r\nPossession of a Ph.D. or DrPH in epidemiology, biostatistics, social/behavior sciences or another closely related field from an accredited college or university may be substituted for two years of the required experience in pattern II.\r\n�\r\n
License:
\r\nSpecific positions may require possession of a valid California driver's license.\r\n�\r\n

\r\n\r\n\r\nAbility to:
\r\n\r\n\r\n\r\n Plan, design, conduct and evaluate varied epidemiological research\r\n studies and draw valid conclusions.\r\n Prepare clear, accurate, and effective reports, correspondences,\r\n policies, informational brochures and other written materials.\r\n Collect and analyze complex statistical data using statistical\r\n software.\r\n Draw conclusions and make appropriate recommendations.\r\n Present and explain epidemiologic data to a variety of audiences.\r\n Identify and collect valid and reliable quantitative and\r\n qualitative data and information.\r\n Facilitate and model effective written and oral communication with\r\n attention to linguistic preferences and cultural proficiency.\r\n Exercise sound independent judgment within established procedural\r\n guidelines.\r\n Exercise interpersonal sensitivity and group interaction skills to\r\n establish and maintain effective working relationships.\r\n Prioritize tasks and coordinate several activities to meet\r\n critical deadlines.\r\n Understand and incorporate the Agency and Department's core values\r\n and ethical standards of practice into all interactions with individuals,\r\n organizations and communities.\r\n\r\n\r\n\r\n\r\n
EXAMINATION COMPONENTS
THE\r\nEXAMINATION
WILL CONSIST OF THE FOLLOWING STEPS

Those\r\n applicants who possess the minimum requirements for the class will move on\r\n to the next step in the examination process.\r\n A review of candidates'\r\n Supplemental Questionnaires to determine the best qualified. Those\r\n candidates considered the best qualified will move on to the final step in\r\n the examination process.\r\n An oral interview which\r\n will be weighted as 100 % of the candidate's final examination score.
