Position summary Support NOAA Fisheries throughout the ESA Section 7 consultation process by evaluating Federal actions, assembling and analyzing the best available science, and drafting technically sound letters of concurrence, biological opinions, and supporting analyses. Key responsibilities

• Review consultation initiation packages and determine whether information is complete and sufficient for formal or informal consultation.
• Research and draft action descriptions, action areas, environmental baselines, species/critical-habitat status, effects analyses, cumulative effects, and exposure-response analyses.
• Draft and revise letters of concurrence, biological opinions, technical-assistance correspondence, and requests for additional information.
• Evaluate best available scientific and commercial data concerning listed species and designated critical habitat.
• Coordinate with NOAA biologists, Federal action agencies, applicants, and partners throughout technical assistance and consultation.
• Manage multiple consultations, schedules, reviews, records, and quality-control requirements. Required qualifications
• Bachelor's degree in fisheries science, marine biology, ecology, wildlife biology, environmental science, or a closely related discipline.
• At least 8 years of directly relevant professional experience meeting Scientific Services Level 2.
• Demonstrated experience conducting or supporting ESA Section 7 formal and/or informal consultations.
• Experience developing effects analyses and high-quality biological or environmental-compliance documents.
• Excellent scientific writing, literature-review, stakeholder-coordination, and concurrent-workload management skills. Preferred qualifications
• Prior NOAA Fisheries consultation experience and authorship of biological opinions or letters of concurrence.
• Marine species, anadromous fish, sea turtles, marine mammals, or critical-habitat expertise.
• Experience with

MMPA, NEPA, MSA

essential fish habitat, exposure-response analysis, or consultation tracking systems. Employment conditions

• Full-time unless otherwise specified; baseline schedule assumes a standard 40-hour workweek. Overtime is not anticipated and requires advance written Government authorization.
• Offsite and hybrid work are subject to COR/Government approval.

Candidate must be available to work onsite at

NOAA/NMFS/OPR, 1315

East-West Highway, Silver Spring, MD, when requested.

• Limited CONUS travel may be required. Candidate must maintain U.S. work authorization, pass required background/security processing, obtain a DOC badge as applicable, and complete mandatory NOAA training.
• Final compensation will depend on directly relevant experience, education, specialized expertise, location, benefits, work schedule, and contract constraints.

Pay:

$105,000.00 - $145,000.00 per year
