Summary:
The Senior Human Resources Generalist performs professional level human resources duties supporting organizational operations, compliance, employee relations, talent acquisition, total rewards administration, risk management coordination, and ERP systems coordination under the direction of the Human Resources Director. This position provides high-level operational support to the HR Director and assists with the administration and coordination of City human resources programs, policies, and compliance activities.
Talent Acquisition & Workforce Support:
Coordinates talent acquisition initiatives including job postings, outreach efforts, candidate tracking, interview scheduling, onboarding logistics, and pre-employment activities in collaboration with the Human Resources Representative. Supports departments with recruitment efforts, applicant communication, interview coordination, and hiring documentation. Participates in workforce retention, workforce planning and succession planning initiatives. Coordinates onboarding activities and employee orientation processes to support successful integration of new employees.
Employee Relations & Organizational Support:
Provides guidance regarding HR procedures, policy interpretation, and employee relations matters under the direction of the HR Director. Assists the HR Director with employee engagement initiatives and organizational communication. Coordinates engagement surveys, compiles trend data, and assists with recommendations for organizational improvement. Maintains confidential employee relations records and supports resolution of workplace concerns.
Total Rewards, Leave & Wellness Administration:
Administers employee total rewards programs including enrollments, qualifying life events, wellness initiatives, COBRA coordination, and annual open enrollment support. Assists with performance management and compensation activities. Coordinates FMLA and other leave programs. Serves as liaison with benefit providers, brokers, and employees regarding plan administration and eligibility questions. Supports employee wellness initiatives and benefit communication efforts.
HR Compliance & Risk Management:
Coordinates workers' compensation administration including claim tracking, return-to-work coordination, and communication with carriers and adjusters. Monitors safety compliance with KMU and KERIT. Collaborates with KMU staff to schedule and support annual and monthly training and inspection visits, including documentation and follow-up requirements. Position serves as an alternate Trustee on the KERIT Board. Supports risk management administration, coordinating with brokers and carriers, and annual renewal processes. Administers drug-testing compliance processes. Maintains documentation related to HR compliance, safety training, and claims administration. Supports compliance with federal, state, and local employment laws and regulations. Maintains confidential personnel records and HR compliance documentation.
HR Systems, Reporting & Administration:
Maintains and audits employee data within Tyler ERP systems and related platforms. Generates HR operational reports, KPI metrics, turnover analysis, benefit reporting, and compliance documentation. Coordinates job description updates. Monitors HR, Health Insurance Fund, and Risk Management budget line items, A/P, and Visa statements. Collaborates with the Human Resources Representative to support HR operations, employee services, and administrative workflow coordination. Assists with employee records management and HR administrative process coordination.
Leadership & Professional Development:
Provides operational and project coordination support to the HR Director. Assists with departmental projects, organizational initiatives, training coordination, and strategic HR activities as assigned. Maintains current HR knowledge through continuing education and professional development.
Ancillary Job Functions:
Comply with all organizational policies and applicable employment laws. Assists departments with HR operational support and documentation routing as assigned. Performs other related duties as assigned.
Education & Experience:
Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field required. Minimum of 5 - 8 years of progressively responsible human resources experience preferred. Public sector or municipal HR experience preferred.
SHRM-CP, PSHRA-CP
(formerly IPMA-CP), PHR, or comparable public sector human resources certification preferred. Valid state driver's license required.
Knowledge, Skills, and Abilities:
Knowledge of employment laws and HR best practices including FLSA, FMLA, ADA, EEO, workers' compensation, and employee relations procedures. Advanced proficiency in ERP and benefit administration systems, reporting tools, and Microsoft Office 365 applications. Ability to maintain confidentiality and exercise sound judgment in sensitive situations. Strong organizational, analytical, problem-solving, verbal, and written communication skills. Ability to establish and maintain effective working relationships with employees, supervisors, leadership, vendors, and the public. Ability to manage multiple priorities and deadlines in a fast-paced environment.
Work Environment:
Standard office conditions with moderate noise levels. Frequent computer use and interaction with collaborative communication systems.
Physical Abilities:
Ability to sit for extended periods of time. Ability to talk, hear, stand, walk, drive, reach, stoop, kneel, crouch, and perform repetitive wrist, hand, and finger movement. Must have clarity of vision and precise hand-eye coordination. Regular and reliable attendance is a necessary and essential function. Ability to ty to lift and move up to 25 pounds.

$70,532.90 - $98,737.60

Residency:
Regular full-time employees are required to establish and maintain residency within a driving distance of 35 miles of Ottawa City Hall within one year from hire.
