Permanent Duties and Responsibilities (

• Denotes Essential Functions) This position serves under the general direction of the Associate Vice President for Community Colleges.
• Provides advanced professional registered architectural and related administrative work characterized by managing and directing the UH Community Colleges Facilities, Planning, and Construction Office.
• Directs the planning, management, coordination and administration of facilities, buildings and support services in compliance with federal and state laws, rules and regulations, and University goals, objectives, policies and procedures for the Community College system.
• Provides leadership in the development, review and evaluation of facilities, buildings, ADA compliance and policies and procedures which insure operational safeguards and conformance with prudent management principles and practices.
• Directs the development of short- and long-term strategies, goals, objectives, plans and practices including budgets and expenditure plans and the execution thereof.
• Exercises independent judgment and authority in formulating and implementing policies and in determining strategies, goals, objectives and actions for the Community Colleges Facilities, Planning, and Construction Office.

Directs the development, review and approval of special studies, analyses, etc., in or relating to Community Colleges facilities, buildings, support services and operations and administration.

• Plans, directs, advises, prepares and/or reviews the development of the Community Colleges Long Range Development Plans; including the Educational Specifications, space requirements, architectural programs, design standards and criteria, and cost estimates.

CIP Facilities Planning - develops physical policies, including guidelines for land use and physical development, physical audits and analyses, multi-year plans identifying capital needs for campus facilities and capital budget planning.

• Special Repairs and Maintenance Program (R&M) - plans, directs, advises on development of comprehensive facilities management program, including major maintenance, capital renewal replacement, deferred maintenance programs, and cost estimates.

Construction - plans, directs, advises on and reviews project plans, designs and specifications from consultants; approves revisions to designs, plans, specifications and work scheduling, and payments requests. Supervises staff professionals in the design, preparation of plans and specifications, and other duties as required to obtain building permit. Reviews biennial & multi-year budgets for

Projects. Works with UHCC-Budget to finalize priorities submitted by the campuses.

• Makes recommendations and assists the seven Chancellors in the preparation of the various programs for each campus and the Community College System.

Directs and coordinates federally funded projects. Works with Principal Investigators to ensure compliance with grant requirements for federally funded projects. In addition to reviewing and commenting on major UHCC projects, assists with special projects and reports for the Office of Project Delivery.

• Develops design criteria, techniques, methods and procedures for the accomplishment of major architectural and engineering projects.
• Analyzes and reviews the work of subordinates in terms of technical functional and aesthetic adequacy, and for conformance to the University policies, regulations, and legal requirements; determines work priorities and broad work assignments.
• Ensures that existing buildings and structures comply with City & County ordinances, State and Federal codes and standards.
• Directs and establish working programs with DAGS and DOE, such as alternate energy source and conservation and other current technology materials and methods.
• Directs and leads the asset management program that consists of the physical plant and its subsystems.

Minimum Qualifications:

Possession of a baccalaureate degree in architecture, architectural engineering or related field and 6 year(s) of progressively responsible professional experience with responsibilities for professional architectural work experience of which 3 years shall have been as a registered architect involving the application of professional architectural principles and practices; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Extensive knowledge of innovative and state-of-the-art principles, concepts and principles, emerging theories, the current federal and state laws and associated rules, regulations and interpretations and systems associated with professional architectural engineering. Demonstrated ability to develop short- and long-term plans of actions, understand problems from a broad perspective, use creative reasoning to discern broad underlying principles and issues when problem solving. Demonstrated written and verbal mastery in presenting ideas, theories, issues and models clearly and accurately using persuasion and negotiation to build consensus and cooperation and provide long-term direction and leadership. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Supplemental Minimum Qualifications:

Demonstrated ability to develop short- and long-term plans of actions, understand problems from a broad perspective and use conventional and unconventional reasoning to discern underlying principles and issues to create innovative solutions. Possess a Hawaii State Certificate of Registration as a professional architect. Thorough and extensive knowledge of building construction principles and practices and legal requirements of building, plumbing and electrical codes. Ability to represent the organization at high-level conferences and meetings as the Community Colleges' technical authority on architectural matters. Thorough and extensive knowledge of the theories, principles and practices of architecture or architectural engineering. Thorough and extensive knowledge of the methods of structural detailing and structural design principles to produce and effect in the preparation of architectural plans. Thorough and extensive knowledge of the principles of electrical and mechanical engineering as applied to architectural design, and the standard sources of architectural and engineering information. Thorough and extensive knowledge of engineering math sufficient to make calculations involved in analysis of stresses in structural members, in preparation of architectural/structural details and in relating field notes to preparation of architectural plan. Extensive knowledge of the latest techniques, methods and trends of architectural design and architectural engineering. Ability to plan, organize and direct large-scale architectural design projects, and provide technical assistance in overcoming problems which cannot be solved by conventional methods. Demonstrated ability to use computer aided design (CAD) software. Experience with LEED (Leadership in Energy and Environmental Design) or sustainability means and methods. Extensive knowledge of facilities operations in an institution of higher education.
