POSITION SUMMARY
The Director of Organizational Planning and Effectiveness leads the efforts in strengthening the City of Nampa's internal operations through long-term planning, collaboration, and measurable results. This role provides citywide leadership in developing and improving systems and processes, planning and optimizing facilities, guiding enterprise systems, and establishing Key Performance Indicators that track organizational effectiveness.
The Director works across departments to ensure initiatives are practical, adopted, and sustained, and prepares clear recommendations and reports for city leadership so that facilities, processes, technology, and performance measurement support efficient, forward-looking municipal operations.
ESSENTIAL FUNCTIONS
LEADERSHIP, COLLABORATION & ORGANIZATIONAL
EFFECTIVENESS
- Lead and develop the OPE team, fostering a culture of collaboration, analytical rigor, and forward-looking problem-solving.
- Build strong working relationships with department directors and staff to ensure OPE initiatives are practical, adopted, and sustained.
- Prepare clear recommendations, briefings, and reports for City Leadership.
SYSTEM AND PROCESS IMPROVEMENT
- Champion continuous improvement across administrative and operational functions by identifying high-impact opportunities, leading process redesign efforts, and embedding performance metrics.
- Serve as an internal consultant to departments, applying structured improvement methodologies to reduce waste, improve service quality, and enhance both employee and citizen experience.
- Build organizational capability in process thinking and data-informed decision-making.
FACILITY MAINTENANCE, USAGE AND ACQUISITION
- Lead the development and continuous refinement of multi-year organizational plans that forecast facilities, technology, process, and capacity needs across city departments.
- Direct comprehensive facilities planning, including space utilization studies, condition assessments, long-range capital planning, and optimization strategies for city-owned and leased properties.
- Guide acquisition, disposition, co-location, and reconfiguration recommendations that improve efficiency, reduce redundancy, and support future operational models.
ENTERPRISE RESOURCE PLANNING
(ERP)
AND SYSTEMS OVERSIGHT
- Engage in strategic collaboration for the selection, implementation, optimization, and governance of enterprise systems supporting finance, human resources, procurement, asset management, work orders, and related core operations.
- Collaborate to ensure systems are interoperable, scalable, secure, and positioned to meet long-term organizational needs.
- Drive improved data quality, accessibility, and use to support evidence-based management across the City.
KEY PERFORMANCE INDICATORS
(KPI)
DEVELOPMENT AND MONITORING
- Design, implement, and maintain a practical framework of Key Performance Indicators that measure the effectiveness of internal operations, facilities utilization, process performance, and enterprise system outcomes.
- Partner with department leaders to establish meaningful, measurable KPIs that align with organizational goals and support continuous improvement.
- Monitor performance against established KPIs, analyze trends, and produce clear, actionable reports and dashboards for the Chief of Staff.
REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS
- Bachelor's degree in public administration, business administration, organizational development, or a related field, or relevant professional experience.
- Significant progressive experience in organizational planning, process improvement, facilities strategy, enterprise systems, or related strategic operations roles, preferably in a public-sector or complex multi-department environment.
- Demonstrated success leading cross-functional initiatives and influencing without direct authority.
- Strong analytical, written, and verbal communication skills, with the ability to translate complex operational issues into clear recommendations for executive decision-makers.
- Experience with continuous improvement methodologies and enterprise resource planning systems is highly desirable.

- Communicate clearly in writing and in person, using technical or plain language as the audience requires; give clear direction to staff; and prepare accurate reports with findings and recommendations.
- Follow City policies, procedures, and instructions; use logical and creative thinking to solve problems; and complete a wide range of work accurately under time-sensitive deadlines.
- Learn and apply new skills, information, and technology quickly, and perform assigned work with integrity, ingenuity, and inventiveness.
WORK ENVIRONMENT
Work is performed primarily in an office setting consisting of sedentary work; sitting most of the time. An employee in this class is subject to inside environmental conditions.
