A Director of Urban / Transportation Planning directs and oversees planning and develops projects that maintain or improve the quality of life in a city or region. Addresses specific transportation, economic development, housing and environmental issues. Directs planning to address aesthetic and technical concerns, community goals and the future impact of development.
The Village is accepting applications for the Stormwater Administrator position in the Engineering Department. The role plans, organizes, and evaluates the Village's stormwater functions, including the administration of the Village's Stormwater and Floodplain Ordinance, compliance with County, State, and Federal regulations, and the efficient operation of the Village's stormwater system. The ideal candidate will have knowledge of the engineering design/review process and procedures, along with strong oral and written communication skills.
Major Duties and Functions:
Performs and oversees the processing and organization of stormwater permits. Maintains and verifies all permit documentation in conformance with Village, County, State, and Federal requirements. Serves as a liaison between the Engineering and Community Development Departments regarding permitting activities and issues. Coordinates permit review with other departments and divisions within the Village. Ensures Village conformance with the objectives of State and Federal stormwater quality programs, National Pollutant Discharge Elimination System (NPDES), etc. Prepares the Village's Annual Report regarding stormwater functions. Serves as staff liaison to the Stormwater and Floodplain Oversight Committee. Acts as the Village's National Flood Insurance (NFIP) and Community Rating System (CRS) program coordinator. Distributes floodplain information; performs and directs elevation surveys to analyze drainage concerns. Works with the Communications Department for public outreach Responds to citizen inquiries regarding drainage concerns, permitting requirements, and the stormwater utility fee. Process requests for Stormwater Utility incentives and credits. Manage the Stormwater Cost Share program Provides on-site inspection as needed to recommend drainage improvements and/or floodproofing. Answer questions about the floodplain, wetlands, and localized poor drainage areas (LPDAs). Assists in flood management, stormwater capital projects, and long range planning. Village representative for DuPage River Salt Creek Workgroup and DuPage County Municipal Engineers Group. Manage the contract for the Natural and Native Areas Maintenance, including the Bioswale Program. Coordinate with Public Works, as needed, for maintenance of the Village Stormwater Management system and drainage issues. Work with staff to maintain the stormwater asset management system and GIS Other duties as assigned
Knowledge, Skills, and Abilities Required:
Knowledge of civil engineering, hydraulic/hydrology principles, and practices. Knowledge of site development, permitting processes, and code enforcementprocedures. Knowledge of management and supervisory principles and practices.
Education and Experience:
Bachelor's degree in civil engineering with technical courses in the principles of stormwater design and floodplain management. Four to six years of progressively responsible experience in civil engineering, with some experience in regulating stormwater and floodplain activities preferred. A combination of education and experience that produces the required knowledge, skills, and abilities is also acceptable.
Licenses and Certifications:
State Registered P.E. Valid Driver's License Certification as a Floodplain Manager is preferred.
Salary and Benefits:
The full salary range for the exempt position is $91,729 - $126,127 with a maximum starting salary of $110,074, depending on qualifications.
