This position serves as the primary operational support to the Administrative Services Manager ASM for the Permitting and Licensing section of MABCD, assisting with the coordination and oversight of section operations. This is supervisory-level administrative work that assists in planning, scheduling, organizing and coordinating the work of MABCD's permitting and licensing section. The employee works with considerable independence within the guidelines of departmental policy. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment. Workdays and Hours

• Assist the ASM in maintaining adequate staffing levels to handle incoming work (i.e.
• influx of roofing permits after hail/wind events; annual contractor licensing renewals, etc.

) Assist the ASM with human resources functions, to include hiring, discipline, payroll, performance appraisal input, in both the City and County's respective HRIS systems. Assists the ASM in preparation and administering annual operating budgets for the Administrative section of MABCD. Assists the ASM with data collection necessary for KPIs, budgetary reporting, strategic planning, media inquiries, etc. Monitor Permitting and Licensing forms and publications for ADA compliancy and consistency across print and website formats Oversees the Addressing Program and serves as the addressing authority for MABCD's jurisdictions Oversees and coordinates work with the small cities' contracts; advises on the execution of contract requirements and implements all related policies and processes. Implement process improvements as directed by the ASM and Department Director Maintains up-to-date policies and procedures for the Permitting and Licensing section's operations Deals with difficult customers and complex permitting issues. Represents Administrative Services at both internal and external meetings, and coordinates with community stakeholders. The examples of work performed are not intended to be all-inclusive. Required Experience and Training Bachelor's degree from an accredited four-year college or university in Business Administration, Business Management, Management, Operations Management, Organizational Management, Public Administration, Public Management, Public Policy, Government, Public Affairs, Accounting, Finance, Financial Management, Economics, Human Resources Management, Organizational Development, Information Technology, Information Systems, Management Information Systems, Information Technology Management, Business Analytics, Regulatory Compliance, Urban Planning, City and Regional Planning, Urban and Regional Planning, or Community Development. Four years of senior administrative experience including work involving scheduling and coordination, staffing and workload monitoring, policy and procedure development, budget tracking, data collection and reporting, customer issue resolution, contract or service coordination, or maintenance of operational records in an electronic system. A valid Kansas Driver's license. Must be legally authorized to work in the United States without the need for sponsorship. Preferred Experience and Training Two (2) years of experience supervising employees who process a high volume of applications, permits, licenses, registrations, or customer service requests while interacting directly with the public. Two (2) years of experience supervising employees in an administrative or operations setting, including assigning and reviewing work, establishing priorities or schedules, monitoring employee performance, providing feedback, addressing performance issues, and ensuring work is completed accurately and within established deadlines. Starting pay for current City employees will be determined by City of Wichita policy or applicable bargaining unit agreement.
