Job Description
SUMMARY Responsible for City of Hillsdale Electric Department operations including safety, power supply planning, capital improvements, project management, operations and maintenance, regulatory compliance, and developing and administering budgets, programs and policies.
PRINCIPAL DUTIES ANDRESPONSIBILITIES
Maintains and enhances a culture of safety in the workplace Assists with hiring staff, employee development, and supervising and directing Electric staff. Plans, organizes, and directs the programs, services, operation and maintenance of the Electric Department including Power Production, Electric Distribution and Metering functions. Develops annual operating and capital improvements budgets and administers said budgets as approved by Hillsdale City Council. Responsible for power supply planning on behalf of the City, including capacity, energy, Renewable Energy Credits/Certificates (RECs) requirements, risk management and stable, competitive costs. Oversees preparation of cost of service and rate studies, agreements, plans and specifications. Administers and recommends modifications to Utility Rules and Regulations, rates and charges. Develops and implements departmental policies and procedures, and/or projects, plans and schedules and ensures compliance with applicable laws and regulations. May represent the City of Hillsdale on joint action agency, industry-related and local boards and committees. Develops and makes presentations, reports and recommendations to the BPU Director, City Council and other groups or entities. Timely, professionally and effectively responds to questions and concerns from employees, customers, contractors, consultants and regulatory agencies. Participates, as needed, in collective bargaining agreement negotiations. Reviews and responds to union grievances; gathers facts and holds review sessions with supervisors, union representatives and/or employees to effectively administer provisions of the collective bargaining agreement. Prepares information, reports, plans, policies and procedures for consideration by the BPU Director. Oversees regulatory compliance and reporting requirements for the Hillsdale Power Plant. Assists with development and implementation of goals and objectives for Electric operations. Evaluates existing Electric facilities, vehicles, equipment and infrastructure and assists in planning, budgeting and implementing needed capital improvements to help ensure high service reliability at competitive rates. QUALIFICATIONS
Education:
The job requires knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in engineering, public administration, business administration or related field, or equivalent prior work experience.
Experience:
Minimum - Five to eight years of progressively responsible experience in the utility industry or related assignments.
Other Desired Knowledge, Skills and Abilities:
Experience in utilities operation Supervisory experience. Effective working knowledge of Microsoft Word, Excel and PowerPoint. Experience and knowledge in electric power production, substations, distribution and metering Experience and knowledge in fiber optic communications systems. Background in engineering, contract review and administration, budgeting, cost of service and rates, capital improvements planning and implementation. Effective working knowledge of union contract administration and procedures. Effective communication skills. CERTIFICATION OR LICENSURE A
valid Michigan driver's license is required.
SPECIAL CONSIDERATIONS
The job periodically requires a moderate level of physical effort associated with the travel to and inspection of various job sites and department operations, e.g., walking, climbing, bending, and moving quickly to avoid hazards. Must be able to tolerate adverse weather conditions. Must be able to deal with stressful situations. Must be able to work within a confined space. Subject to call at any time. Must have normal vision with/without corrective lenses.
