https://www.brentwoodmo.org/Jobs.aspx Position Summary An incumbent in this class is a department head with responsibility for professional level work in urban planning and coordination of economic development projects. Directs, plans, controls and administers economic and urban development programs for the City, including, current and long range urban land use planning, housing, code enforcement, and building inspection services, redevelopment including the use of Federal funds, and economic development. Provides both technical and policy support in all land use and development matters, develops cooperative relationships with business, industry and industrial and professional associations, financial institutions, foundations, and not-for-profits to stimulate interest and active participation in sponsoring and developing opportunities in economic development activities within the city of Brentwood, coordinates negotiation and preparation of all (re)development documents/agreements, and performs other generalist duties as assigned. Additional duties include policy development, program planning, budget management, administration, and operational direction of the Planning and Development Department functions. The incumbent is responsible for accomplishing department objectives and goals within guidelines established by the City Administrator. Principal Duties and Responsibilities The following duties, responsibilities and expectations are not necessarily limited to the following, and are not enumerated in any particular order or priority. Plans, organizes, directs and manages the work of the Planning and Development Department, including employment decisions, supervision and evaluation of staff Provides technical support and assistance in the development and implementation of planning and economic development programs and projects Manage the review and approval process for development applications, ensuring alignment with the City's comprehensive plan Develop and implement strategies to attract and retain businesses to foster economic growth Responds to citizen and business inquiries and provides technical assistance as required Provides the primary staff support for the City's Planning and Zoning Commission and the Board of Adjustment and serves as the Executive Director of the Redevelopment Corporation Supports various Committees and Board of Aldermen by preparing agenda items and attending committee and board meetings Provides technical review and recommendations to various City Boards and Commissions on the appropriateness of proposals Coordinates planning efforts with all City departments, along with other planning entities within the city and county Serve as project manager for major activities and specific projects related to the City including federal aid (i.e. Surface Transportation Program) projects, economic development programs (e.g.

), Comprehensive Planning and sub-area studies, and other initiatives on behalf of the City Maintains regular contact with consulting engineers, local, county, state and federal agencies, professional and technical groups and the general public regarding community and economic development Manages and oversees consultant work commissioned by the City Assists the City Administrator with the development of programming for the City's Capital Improvement Plan Performs other related duties as assigned Knowledge Skills and Abilities Thorough knowledge of Federal and State laws, statutes and ordinances governing zoning, building and subdivision development Thorough knowledge of the principals, practices and procedures of zoning, urban design and economic development Financial knowledge sufficient to prepare requests for proposals and budget preparation Familiarity with tax increment financing districts and other economic development programs Skill in various research techniques and interpreting site plans, sections, elevations and perspectives Skill in interpreting and explaining ordinances Skill in preparing and presenting written and oral reports and documents, including operating various professional equipment Skill in supervising, coordinating and assigning work activities of the Planning & Development Department staff Ability to research and collect data and perform accurate calculations, to perform sound, analytical analyses, and to make well-reasoned recommendations Minimum Requirements - Education, Certification, and Experience American Institute of Certified Planners (AICP) certification Master's degree in Architecture, Urban Planning, Civil Engineering, Public Policy or a related field Eight (8) years' progressive, responsible experience in municipal planning Minimum of Three (3) years of supervisory experience as a Director or Assistant Director of a municipal Planning Department or related field The above statements are intended to describe the general nature and level of the work being performed.
