General Description:
Performs advanced (senior-level) planning and research work supporting portfolio-level capital construction programs within the Facilities Design and Construction (FDC) Division. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Work involves coordinating planning activities across multiple projects and programs; developing implementation strategies; conducting complex analysis; and supporting policy, program, and decision-making efforts. Serves as a key resource in aligning planning efforts with agency priorities, capital program goals, and long-term infrastructure strategies. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. This position functions at the portfolio level, supporting multiple capital programs and project teams. Unlike lower-level planners, this role: Provides advanced planning and analytical support across multiple projects/programs Serves as a liaison between project teams, leadership, and external stakeholders Supports strategic planning, program development, and portfolio alignment Contributes to policy development, performance tracking, and program evaluation Operates with high independence and cross-functional coordination
Essential Duties:
The Planner IV:
Coordinates planning activities across multiple capital construction projects and programs, supporting the development and implementation of portfolio-level plans, schedules, and strategies aligned with agency goals, master plans, and long-term infrastructure initiatives. Collects, organizes, and analyzes data related to capital programs, performance metrics, and planning efforts. Conducts research on trends, policies, regulations, and best practices; and develops reports, forecasts, and recommendations to support decision-making. Serves as a liaison between internal teams, client agencies, and external stakeholders, facilitating communication and alignment across project managers, leadership, and support functions while participating in interagency coordination efforts. Assists in developing and implementing policies, procedures, and planning methodologies; contributes to performance measures and tracking systems; and supports the evaluation of programs and initiatives. Prepares reports, presentations, and briefing materials for leadership; communicates findings and recommendations; and supports responses to information requests, audits, and program reviews. Reviews planning materials for compliance with applicable policies, contracts, and regulations, and coordinates with procurement, finance, and program teams to ensure alignment with state requirements.
Minimum Qualifications:
Graduation from an accredited four-year college or university with major coursework in planning, public administration, business, economics, construction management, or a relevant field. Four (4) years of progressively responsible experience in planning, research, or program coordination, preferably supporting multiple projects or programs. Certified Texas Contract Manager (CTCM) o If not already obtained, CTCM certification is required within six (6) months of employment. Valid State of Texas Class C Drivers License Experience and education may be substituted for one another. Ability to maintain the security or integrity of the infrastructure of the State of Texas.
Preferred Qualifications:
Certified Texas Contract Developer (CTCD) certification. American Institute of Certified Planners (AICP) certification or ability to obtain. Lean Six Sigma (Green Belt or higher). Microsoft Power BI or equivalent data analytics certification (highly preferred). Certified Construction Manager (CCM) (preferred for capital program environments).
Knowledge, Skills & Abilities:
Knowledge of government planning, programming, and research principles; capital program planning and project lifecycle processes; and public-sector policies, procedures, and regulatory requirements. Skill in data analysis, research, reporting, communication, stakeholder coordination, and strategic problem-solving. Skill in the use of a computer and applicable software, in applying statistical tools to data, in preparing reports, and in collecting and analyzing demographics and statistics. Skill in delivering presentations. Ability to analyze complex data and develop actionable recommendations; coordinate planning efforts across multiple programs and stakeholders; communicate effectively both verbally and in writing; and work independently while managing multiple priorities. Ability to oversee and/or supervise the work of others.

8:00 AM to 5:00 PM, Monday - Friday Travel may be required to project locations. Alternate or flexible work schedules may be available in accordance with agency policy and supervisory approval, provided operational needs are met. Telework is not available for this position currently. Working Conditions:
This classification functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
