Job Description
The City of Missouri City, known as the "Show Me City," is seeking an Assistant City Manager. This is a full-time, executive-level position responsible for providing strategic and operational leadership for assigned municipal functions and advancing effective, efficient, and accountable service delivery. The position provides leadership in policy development and implementation; promotes interdepartmental coordination and organizational performance; builds productive relationships with elected officials, staff, residents, developers, and community partners; and provides strategic support and assistance to the City Manager, City Council, and department directors. The position oversees assigned operational and development functions, which may include public works, engineering, facilities, fleet, community development, economic development, and code enforcement, and serves as Acting City Manager as required. Assists the City Manager in providing executive leadership and direction for assigned departments and functions to ensure effective, efficient, and economical delivery of City services. Provides strategic leadership and oversight for assigned departments; evaluates organizational structure, staffing, workload, systems, and service delivery; and implements improvements to strengthen organizational capacity, operational performance, and customer service. Establishes appropriate service, staffing, and resource levels for assigned functions and ensures the effective allocation and utilization of personnel, financial, and other organizational resources. Oversees the development and administration of budgets for assigned areas, including forecasting resource needs, monitoring financial performance, approving expenditures, and implementing necessary budget adjustments. Leads and coordinates complex strategic initiatives and projects that cross departmental boundaries, ensuring collaboration, accountability, effective implementation, and timely follow-through. Translates City Council and City Manager priorities into actionable administrative strategies, initiatives, and operational plans and monitors progress toward desired outcomes. Provides executive leadership, mentoring, coaching, and performance accountability for department directors and senior staff while promoting collaboration, professional development, and organizational alignment. Provides focused leadership and oversight for Development Services and related functions, including process improvement, customer service, code enforcement practices, and support for economic development initiatives and strategic use of Tax Increment Reinvestment Zone districts. Represents the City administration in relationships with elected and appointed officials, employees, residents, businesses, regional partners, and other stakeholders, and promotes effective public communication, transparency, and community engagement. Reviews and analyzes significant operational, administrative, legislative, and policy issues affecting the City; develops recommendations and solutions; and performs other related duties as assigned. Bachelor's degree from an accredited college or university in Public Administration, Political Science, Business, or a related field. Five (5) to seven (7) years of progressively responsible experience in local government administration, policy analysis, project management, or operational leadership in areas such as public works, city engineering, facilities management, fleet operations, community development, economic development, or code enforcement. The Department of Human Resources & Organizational Development may consider an equivalent combination of education, training, and/or experience.
