This position is responsible for directing the county's planning and zoning functions, as well as the Powhatan County Permit Center. Directs the functions of planning and zoning to include rezoning requests, conditional use permits, site plans, temporary use permits and subdivision plats. Directs the investigation and resolution of zoning complaints. Directs the review and processing of revisions and amendments to the County's Comprehensive plan, Zoning Ordinance and Subdivision Ordinance. Prepares the department budget, monitors expenditures under the current budget. Trains, assigns, directs, schedules, supervises, evaluates, and disciplines personnel; develops and implements career development plans for department staff. Maintains a current knowledge of planning, zoning and legal terms and issues. Provides advice and support to the Assistant County Administrator, Board of Supervisors, Planning Commission and Board of Zoning Appeals. Prepares Planning Commission and Board of Zoning Appeals meeting agendas with all supporting documentation. Represents Powhatan County in planning-related roles on various boards and committees, as well as on internal groups or committees/ Performs related duties. Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field, master's degree preferred. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department to direct and coordinate work within the division/department, usually interpreted to require five to eight years of related experience. Possession of or ability to readily obtain a valid driver's license issued by the State of Virginia for the type of vehicle or equipment operated. Knowledge of planning and zoning theories, principles, and practices. Knowledge of community development principles and practices. Knowledge of the county's zoning and subdivision ordinances and other county regulations and policies. Knowledge of state laws, local ordinances. Knowledge of the geography of the county, including roads, streets, subdivisions, and zoned areas. Knowledge of the Comprehensive Plan and Board of Supervisors' Strategic Plan Knowledge of county and department policies and procedures. Skill in management and supervision. Skill in directing planning and zoning operations. Skill in reading and interpreting site plans, subdivision plats, construction plans, maps, and aerial photographs. Skill in budgeting at the department level. Skill in operating a computer and related drafting equipment. Skill in oral and written communication, to include presentations to public bodies.
