JOB DESCRIPTION
The City of Cheyenne is seeking a Planning and Development Deputy Director to join its Planning and Development Department. Located just 100 miles north of Denver and 45 miles from Fort Collins, Cheyenne is Wyoming's Capital City and offers a unique blend of historic Western charm and modern innovation. As home to the world's largest outdoor rodeo, Cheyenne Frontier Days—also known as the "Daddy of 'em All" since 1897—Cheyenne is rich in tradition and community spirit. This is a management-level position working directly with the Planning and Development Director to advance major planning, development, and redevelopment initiatives. The Deputy Director will have a significant role in shaping the community's future through urban renewal and tax increment financing, complex development agreements, long-range planning, development policy, and community engagement.
Key responsibilities include:
Leading the City's Urban Renewal Authority and TIF program. Drafting and managing complex development and redevelopment agreements. Leading major long-range planning initiatives, including the Comprehensive Plan update. Developing planning policies and Unified Development Code amendments. Representing the Department before elected officials, boards, commissions, agencies, and the public. Serving as an ombudsman for complex development projects, helping applicants navigate multi-agency processes. Cheyenne offers a high quality of life with no state income tax and a cost of living below the national average . The City contributes 14.62% of an employee's salary to the Wyoming Retirement System , with only a 4% employee contribution. With competitive benefits, meaningful work, and the opportunity to directly influence major planning and redevelopment initiatives, this position offers an opportunity to make a lasting impact on Cheyenne.
