The Department of Parks and Recreation , is hiring a Management Analyst V at Kapolei Hale This position performs analyses of department operations to determine effectiveness of programs, and develops work standards to improve efficiency. Conducts studies, prepares reviews and administers employee and customer surveys to measure program effectiveness and prepares reports.

What You Will Do:

Conduct research and analysis of department operations, develop surveys and other research tools, and coordinate with divisions and other agencies to gather and evaluate information. Develop and coordinate administrative policies, procedures, rules, agreements, contracts, resolutions, and ordinances, including preparing related documents and materials for review and promulgation. Administer department technology and information systems, coordinate technology needs and purchases, and serve as the department's computer network and security liaison. Prepare organizational, staffing, legislative, and administrative reports, monitor proposed legislation, prepare testimony and updates, and coordinate departmental records retention and public records requests. Coordinate department-wide administrative programs and special assignments, including perquisite housing, emergency or strike operations, and other activities requiring research, coordination, problem-solving, and administrative support.

EDUCATION REQUIREMENT

: Equivalent to graduation from an accredited college or university with major work in political science, public or business administration, economics or a related field.

Substitution :

Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

For example:

1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree. 2. Four (4) years of general work experience (does not need to be professional level experience) in organizational management may substitute for a general bachelor's degree.

EXPERIENCE REQUIREMENT

: Three (3) years of progressively responsible management analysis experience, one of which shall have been representative of the next lower level. The next lower level is the Management Analyst IV, which performs the full range of management analysis work including difficult and complex projects and studies. Such work involves conducting detailed studies and reviews of organizational structures, programs, processes, and operations; analyzing how departments and systems work; preparing reports on findings and providing clear conclusions and recommendations; developing, recommending, and implementing solutions and new methods, processes, and systems; etc.

Applicable Skills Needed :

Knowledge of public administration, government organization and operations, management principles, applicable laws/rules, research methods, and report writing. Ability to analyze administrative and operational problems, evaluate facts, and develop practical solutions or improvements. Ability to conduct research, gather and evaluate information, identify trends, and apply statistical and analytical methods. Ability to prepare clear, complete, and accurate reports and communicate findings and recommendations effectively, both orally and in writing. Ability to work effectively with others and provide supervision or direction to analysts and other staff as required.

NON-QUALIFYING EXPERIENCE

: Most work experience in a supervisory or managerial position includes responsibility for management analysis work. However, if the primary responsibility of the position is not concerned with professional management analysis work, such experience is not considered qualifying. Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
