LOCATION OF POSITION MDH
-�Office of Pharmacy Services\r\n300 W. Preston Street\r\nBaltimore, MD 21201\r\n Main Purpose of Job The main purpose of this full-time contractual position is to provide advanced level support for the design, development, implementation, management and evaluation of high-priority and high visibility\r\npolicy initiatives and projects in the Medicaid Pharmacy Program and act as technical advisor\r\nproviding information to the Director and Deputy Director of the Office of Pharmacy Services (OPS), policymakers, and other MDH executive staff on issues related to health care services, financing, and regulation. This position will serve as an expert consultant on policy and data analysis, research, develop and write reports and evaluations, perform fiscal impact studies, develop regulations and\r\nlegislative proposals, create and conduct presentations, manage all state and federal audits,\r\nFreedom of Information requests, subpoenas and surveys, and assist the Director of OPS in the\r\ndevelopment and forecasting of the annual budget for OPS. The position participates in, and\r\nleads stakeholder committees and workgroups for policy development, and represents the OPS\r\nat public meetings on pharmacy related matters.\r\n
MINIMUM QUALIFICATIONS
Education:
���A Bachelor's degree from an accredited college or university.\r\n
Experience:
Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.\r\n
Notes:
\r\n1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field�for one year of the required experience.\r\n2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field�for two years of the required experience. \r\n
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following:\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n Experience developing policies and procedures in a healthcare, pharmacy and/or Medicaid environment��\r\n Experience evaluating data/performing data analytics\r\n Experience researching policies of other states or organizations to help formulate new programs��\r\n Experience writing reports for senior executives\r\n\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n

BENEFITS
\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n\r\n
