This position is expected to be located in Linthicum Heights, Maryland. We estimate the award will be made in April 2027. The analyst will research policy issues affecting DC3 cyber and forensic missions, assess current guidance, and develop recommendations for Government leaders. The role also coordinates stakeholder input, manages policy projects, and explains proposed changes in briefings and written products.
Clearance Required:
TS/SCI Required Qualifications Experience developing or managing Department of the Air Force (DAF) or Department of Defense (DoD) policy in forensics, cybersecurity, or cyber threat analysis. Ability to analyze complex technical and operational issues, identify policy implications, and recommend workable solutions. Knowledge of policies affecting cybersecurity, forensics, cyber training, and system development. Familiarity with National Cyber Intelligence programs. Knowledge of DoD and U.S. Intelligence Community (IC) resource planning policy. Strong oral and written communication skills in English. Proficiency in Microsoft Office applications, including Word, PowerPoint, Excel, Teams, and SharePoint. Willingness to sign a Letter of Intent for this contingent proposal hire. Desired Qualifications Experience coordinating policy work across DoD, DAF, IC, or other federal stakeholders. Experience preparing policy briefings, decision papers, or implementation guidance for senior leaders. Experience managing policy projects with schedules, dependencies, stakeholder comments, and measurable outcomes. Key Responsibilities Research DC3 policy issues using Government guidance, program records, stakeholder input, and relevant technical analysis. Assess existing cyber and forensic policies and programs for effectiveness, gaps, and effects on mission operations. Track emerging policy developments and explain their implications for cybersecurity, forensics, cyber training, and system development. Draft policy proposals, recommendations, and supporting analysis for Government review and decision. Manage assigned policy projects, including plans, schedules, dependencies, progress reporting, and records. Develop and maintain guidance that connects policy requirements to project execution and performance measures. Gather and reconcile comments from DC3 directorates and external stakeholders; prepare materials that help leaders evaluate options. Prepare briefings, presentations, talking points, and written responses that explain complex policy issues clearly to technical and nontechnical audiences.
