Job Description

Executive Budget Analyst - ( 26142470 ) The purpose of this job is to assist one or more assigned executive branch agencies with analyzing, planning, preparing, monitoring, adjusting, and evaluating all aspects of the agency's budget to fit into the overall executive budget according to strategic direction from the Governor's Office. This position will work with the Department of Administration, Legislative Branch, Montana Consumer Counsel, State Auditor's Office, and other general government agencies.
The analyst will:
  • Research current and planned appropriations, bills, reports, relevant codes, laws, and trends
  • Formulate plans for upcoming budget adjustments with legislative fiscal staff, agencies, legislators, and various committees
  • Assist agencies with preparing justifications, solutions, and projections for budgetary requests and adjustments
  • Present, and defend, the executive budget to the legislature
  • Maintain appropriations control for state government
  • Prepare projections for unexpected changes in the budget (i.e., amendments, emergency appropriations, and other unforeseen budget needs), and
  • Evaluate agency budget performance to identify improvements in program effectiveness and efficiency
  • Manage the budget development process for statewide fixed costs and other proprietary funds.
Education and Experience:
Bachelor's degree in accounting, business, finance, or related field; and Four years of relevant experience; OR Alternate combinations of education and experience will be considered on a case-by-case basis Preference will be given to candidates who have: A thorough understanding of state budgeting and accounting Specific experience performing complex analyses in a professional setting Knowledge of data management and data structures

Ability to: Manage a dynamic workload with regular shifting priorities Identify complex problems, identify root causes, and seek solutions using problem-solving and critical thinking Clearly communicate technical issues, impacts, and solutions to a non-technical audience Accurately document information and decisions to ensure recommended solutions meet business needs and requirements Monitor deliverables to ensure timely completion of projects Lead ongoing reviews of business processes and develop optimization strategies Operate MS Office software products and learn new tools quickly

Training Assignment :
This agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules. Conditions of the training assignment will be stated in writing at the time of hire.
Salary:
$ 89,000.00 - 105,500.00
