Summary:
Provides administrative leadership in developing, refining, and implementing enterprise processes for the collection, management, and reporting of statistical and financial data using advanced electronic systems. Oversees the design and analysis of complex reports and directs studies assessing the fiscal and operational impact of proposed changes to the New Hampshire tax system, providing actionable insights to support executive decision-making and policy development.YOUR EXPERIENCE COUNTS

Education/Experience:
Bachelor's degree and 7 years of experience OR equivalent combination of 11 years of education and experience. Education and experience must be in accounting, statistical or financial analysis, auditing, or a related field with at least 4 years in an administration or management-level role involving program administration, planning, or evaluation.License/Certification:
Valid NH driver's license and/or have access to transportation for travel within the state.Other Requirements:

Experience working within a governmental setting. Ability to synthesize complex data sets, prepare detailed reports, and develop well-supported recommendations that contribute to effective problem-solving and the achievement of organizational objectives. Experience preparing and presenting analytical findings for use by administrative-level managers, the General Court, and the Governor's Office to support informed policy and operational decision-making. Demonstrated ability to exercise sound, objective judgment in analyzing existing processes and developing new or improved methods and procedures, subject to periodic review. Analyze complex tax legislation and interpret its impact on existing and proposed statutory frameworks, including the identification of emerging trends within the state's tax structure. Develop, evaluate, and present data-driven insights to support policy formulation and legislative decision-making. Identify statutory and administrative requirements, assist in drafting proposed legislative language, and provide testimony on legislative initiatives to communicate, defend, and advance agency objectives, fiscal priorities, and strategic goals. Review and assess complex tax administration systems to ensure operational integrity, efficiency, and alignment with statutory requirements. Administer and evaluate program performance and resource allocation to determine effectiveness, recommending and implementing fiscal and programmatic modifications to enhance operational outcomes and revenue performance. Prepare high-level financial reports, analyses, and forecasting materials for review by the Comptroller, Governor, Legislative Committees, and other executive stakeholders, ensuring accuracy, clarity, and policy relevance. Oversee and guide the collection, validation, and analysis of statistical data; develop comprehensive statistical reporting frameworks and provide interpretive conclusions to inform executive-level administrative and policy decision-making. Coordinate and manage planning, research, and analytical projects across functional areas, providing recommendations for policy, procedural, and operational improvements based on empirical findings and legislative priorities. Monitor, review, and ensure the accuracy and timely publication of annual and interim financial reports for the Department, maintaining consistency with applicable standards and reporting requirements. Evaluate existing policies and procedures to identify opportunities for revenue enhancement, operational efficiency, and improved compliance, and recommend actionable changes to senior management. Present complex technical, fiscal, and economic analyses to the Commissioner, Governor, Executive Council, Legislature, and other governmental entities to support revenue forecasting, economic indicator analysis, and policy development. Provide expert consultation and strategic recommendations to internal and external stakeholders regarding financial planning, operational considerations, and revenue projections related to proposed initiatives and projects. Design, develop, and oversee advanced data analysis methodologies, financial models, and reporting systems. Direct the preparation of analytical studies, annual reports, and specialized analyses requested by executive leadership, legislative bodies, and the Governor's Office. Ensure strict compliance with departmental statutes, regulations, and confidentiality requirements governing the handling of tax records, filings, investigations, and related sensitive financial information.
