Job Description

Posting Details The Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the
National Preparedness Goal:
prevention, protection, mitigation, response, and recovery. DHSEM also coordinates with state and local law enforcement, as well as federal partners like the FBI and the U.S. Department of Homeland Security, to obtain, analyze, and distribute intelligence on possible threats to public safety. Additionally, our department facilitates and distributes tens of millions of dollars in federal grants to New Mexico communities every year. DHSEM also works closely with customs and border officials to secure our nation's borders. Why does the job exist? Support New Mexico's Hazard Mitigation, Earthquake, and Floodplain Management programs by promoting long-term risk reduction, strengthening community resilience, and implementing sustainable mitigation strategies that protect lives, property, critical infrastructure, and natural resources. Support statewide hazard mitigation efforts through outreach, coordination, and collaboration with local governments, Tribal Nations, state agencies, and other stakeholders to reduce the impacts of natural hazards and other non-human-caused disasters. The position requires intermediate to advanced proficiency in the Microsoft Office Suite, including the ability to develop and manage spreadsheets, databases, forms, and other program management tools. A working knowledge of grant administration and technical disciplines related to hazard mitigation, including environmental science, engineering, hydrology, construction, or a closely related field, is preferred. Hazard mitigation activities supported through this position include floodproofing structures, seismic retrofits of buildings, elevating flood-prone structures, soil stabilization, stormwater management, structural flood control projects, and other mitigation measures that reduce disaster risk and improve community resilience. How does it get done?
This position will:
Improve the quality and effectiveness of the State Hazard Mitigation, Earthquake, and Floodplain Management programs. Coordinate with local governments, Tribal Nations, state agencies, federal partners, and other stakeholders to provide technical assistance, training, and outreach that supports hazard mitigation planning, project development, and grant implementation. Develop and manage hazard mitigation grant applications and subawards. Monitor and track grant-funded projects throughout the period of performance. Review hazard mitigation plans, project applications, and supporting documentation for compliance with applicable state and federal requirements. Maintain program records, reports, and grant documentation. Support disaster response and recovery operations, including State Emergency Operations Center (SEOC) activations and other emergency assignments as required. Who are the customers? Minimum Qualification Bachelor's degree from an accredited college or university in any field. Any combination of education from an accredited college or university and/or related experience in this occupation totaling four (4) years may substitute for the required education. Employment Requirements Employment is subject to background investigation and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage and extended periods of sitting with some standing, bending, reaching, and walking. Short and continuous time frames and/or time constraints and performing duties under short timelines are a common occurrence. Ability to lift and carry a minimum of 25lbs. Occasional work outside in inclement weather. Situations may warrant work in disaster field office(s) or a mobile operations center. Subject to recall during disasters and other emergencies. Work on weekends, holidays and shift work may be required during emergencies and/or disaster situations or as business requires. State travel is required.
