OHBA represents the residential construction industry across the state, advocating for policies that expand housing supply and protect the opportunity for homeownership in Oregon. We are looking for a Policy Analyst who is eager to dig into complex state policy issues and help shape outcomes that matter to our members and to Oregon families. Position Summary The Policy Analyst is responsible for researching, monitoring, and analyzing state-level policies that impact Oregon's housing industry, with a primary focus on land use, environmental regulations, and development policy. This role will work closely with OHBA leadership, member stakeholders, and government officials to develop data-driven policy positions, support advocacy efforts, and advance legislative and regulatory priorities. Key Responsibilities Monitor and analyze state legislation, regulatory proposals, and administrative rules affecting land use, housing, construction, and development in Oregon. Draft concise policy briefs, bill analyses, comment letters, and testimony on proposed legislation and administrative rules. Research legal and policy precedents, regulatory frameworks, and statewide land use planning impacts related to housing development. Assist with strategy development to influence state legislation and rulemaking consistent with OHBA priorities. Represent OHBA in public hearings, agency meetings (RACs, TACs etc.), stakeholder workgroups, and other relevant forums. Develop and maintain strong relationships with members, policymakers, and state agencies. Support advocacy communications and member education on key policy issues. Required Qualifications Commitment to OHBA's mission of supporting the residential construction industry and affordable homeownership opportunities for all. Bachelor's degree in Public Policy, Political Science, Urban Planning, Law, or related field or At least 3 years of relevant policy, legislative, legal, or governmental affairs experience. Demonstrated experience or understanding of Oregon land use law, statewide planning goals, or state regulatory processes. Strong research, writing, and analytical skills, with an ability to communicate complex issues clearly and concisely. Ability to work independently and collaboratively in a fast-paced, deadline-driven environment. Preferred Qualifications Juris Doctor (JD) or advanced degree in a policy or planning-related field. Direct experience with state land use planning law, or regulatory frameworks related to housing. Familiarity with the residential construction or homebuilding industry is a plus. Compensation Salary is dependent on experience and will be commensurate with the candidate's background and qualifications.
