WHO CAN This announcement is for external applicants (non-DIA permanent civilian employees) only. All external applicants, to include other agencies' current federal employees, DIA employees on a temporary/term appointment, DIA military and contractor personnel are eligible to apply if qualified for the position.

All Applicants must be U.S. citizens at the time of application. Applicants must meet the agency's conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination, completion of any required personal interviews, favorable completion of any required initial or periodic polygraph examinations, completion of any required drug testing, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement.

In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. (See DoD Instruction 1400.25, Volume 300, at .) If selected, based upon your reemployed annuitant status, you will be ineligible to compete for internal vacancies.

PROMOTION OPPORTUNITY

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selectee(s) may be laterally reassigned, promoted, or asked to accept a voluntary change to the lower grade advertised in the vacancy announcement based on their current (or equivalent) grade and qualifications for the position.

CAREER FIELD DEFINITION

DIA intelligence mission managers engage in management, coordination, synchronization and integration of Intelligence Community (IC)-wide intelligence requirements, resources, and activities. They strategically manage the Defense Intelligence Enterprise (DIE) by developing, interpreting, applying, implementing, and evaluating national, Department of Defense (DoD), and IC policies, strategies, and doctrines to enable effective synchronization and execution of plans and activities across the DIE, and between the DIE and the IC and foreign partners. They integrate the intelligence cycle by fulfilling customer requirements using strategies, joint operational planning, the joint targeting process, national disclosure policies, and collection management tools and techniques, while evaluating performance and managing risk, in order to optimize capabilities to achieve unity of effort. They manage intelligence capabilities by advocating for the optimal global apportionment and allocation of intelligence resources to support mission readiness, evaluating the sufficiency of intelligence functional capabilities against requirements, and planning and coordinating the innovative development of intelligence architectures, tools, and methods to support performance in all phases of the intelligence cycle.

CAREER SPECIALITY DEFINITION

Officers orchestrate and lead Target Intelligence production at commands and organizations ensuring the Intelligence Community, Defense Intelligence Enterprise, federated partners, Service intelligence components, and partner nations are leveraged to support joint target intelligence production. They reveal vulnerabilities in adversary target systems, and convert processed or exploited information into target intelligence through analysis and preparation of products in support of user requirements (e.g., target system analysis, target folders, target lists, and targeting assessment). JTI includes all target types, and supports both lethal and nonlethal fires, from bombings to cyberattacks. JTI Officers also establish policy governing JTI standards and procedures, and advise joint force targeting and fires operations on engagement strategies for targeting priorities, and the assessment of those engagements.

POSITION SUMMARY

POSITION DUTIES

This position is located in Bethesda, MD and is with DG/CIF office. This position is responsible for performing the following duties:

Assesses joint target intelligence tasks and products and implements appropriate resources to complete assignments. Interprets and Implements policy directives for joint targeting, or researches trends and patterns to propose new policies. Guides production or training for one or more of the following: target list management, no-strike coordination, targeting automation duties, targeting intelligence planning, target development, CDE, weaponeering, point mensuration, and BDA. Performs other duties as assigned.

ASSESSMENT FACTORS

1. Assesses joint target intelligence tasks and products and implements appropriate resources to complete assignments.

2. Interprets and implements policy directives for joint targeting.

3. With no supervision, completes work, meets priorities, and achieved results based on the organization's goals and objectives

4. Guides production or training for one or more of the following: target list management, no-strike coordination, targeting automation duties, targeting intelligence planning, target development, CDE, weaponeering, point mensuration, and BDA.

5. Drafts informational and decision briefings for the Intelligence Community (IC), DoD, and command leadership review.

FOREIGN AREA TOURS OF DUTY ELIGIBILITY

The availability and quality of medical and child care in foreign locations often differs from resources available in the United States. When considering a position overseas, applicants are highly encouraged to research medical care and child care resources available at the foreign location to ensure services are available and adequate to support the needs of themselves and their dependents. DIA employees applying for a position in a foreign area must be eligible for assignment to or within the foreign area as noted in DIAI 1404.008, Foreign Area Tours of Duty. With some exceptions, employees assigned to a foreign OCONUS location will be granted a 5-year overseas tour which will consist of an initial tour (generally 36 months) and an overseas tour extension up to 5 years OCONUS. Employees currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service OR, conversely, the employee will not satisfactorily complete their period of obligated service and prescribed tour of duty (Initial/Renewal Agreement Travel). More than one permanent change of station move within a 12 month period is not considered to be in the interest of the government for the purposes of relocation at Government expense.

DEPLOYMENT/MOBILITY STATEMENT

All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.

Availability for shift work, extended hours, and travel may be required for this position.

Relocation expenses in connection with a permanent change of station may be authorized in accordance with the Joint Travel Regulations and at agency discretion.

DoDI 1402.01, "Employment of Retired Members of the Armed Forces," dated September 9, 2007 restricts the appointment of retired military service members within 180 days of their retirement. All applicants selected from this announcement must be ready to report for duty within 30 days of receiving DIA's final employment offer, or the Agency may rescind its offer.

Selectee could be eligible for noncompetitive conversion to a permanent appointment at a later date, in the same grade for which they are hired, if they have completed at least two years of continuous service with at least a "successful" overall evaluation of record.
