NEW Solutions connects experienced workers (ages 55+) with the Bureau of Land Management (BLM). These experienced professionals provide administrative, scientific, technical, and other professional skills that support the Bureau of Land Management through the Experienced Services Program (ESP). This position supports the Bureau of Land Management Northwest Oregon District Office. This is a hybrid position - enrollee will work from home more than 50% of the time. Other work will be done at the Northwest Oregon District Office in Salem. Some work will also be done out of the Medford Office and out in the field. Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. This position is currently funded for an estimate of 555 hours. The enrollment relationship between NEW Solutions and the Enrollee is an "at-will" relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.PLEASE NOTE

The Medford District (Ashland Field Office) and the NW District (Mary's Peak Field Office) are seeking help from a senior wildlife specialist (ESP) to provide highly specialized skill and abilities in the implementation of Northern Spotted Owl (NSO) and Marbled Murralet (MAMU) clearance surveys utilizing autonomous recording units (ARU) for timber sales in preparation to advanceEO 14225
direction to expand timber production.Primary duties include:
1) Development of a "deployment plan" for ARU's in Ashland Field Office - A deployment plan includes developing all required components of how to adequately survey a given project area in accordance with the USFWS draft ARU protocol. This includes determining the target placement for all ARU devices utilizing the barred owl hexagon grid, as well as developing a deployment schedule and tracking method for field crews. (Medford) 2) Initial training of field staff on ARU device deployment, data retrieval, data storage and data analysis techniques. (Medford) 3) Conduct software pre-processing of data, conduct preliminary acoustic data review for clearance survey inspection and compliance, and conduct full data processing in specialized software to conduct extended review of acoustic recorded data for possible ESA species identification. (both offices) 4) Provide mentorship and guidance to less experience staff in the application of acoustic recording units use and data interpretation. (both offices) 5) The senior specialist would explore (where appropriate) the feasibility of adapting artificial intelligence models and tools in the analysis of acoustic recording data forNSO/MAMU
clearance to identify potential efficiencies and improve the workflow process. (both offices) 6) The senior specialist would conduct acoustic recording device (ARU) deployment, conduct field audits of recording units, in field collection and replacement of unit memory, conduct computer download from memory storage devices, and maintain contractor tracking spreadsheets and Access databases (Marys Peak) 7) Provide expertise and guidance in recommendations of forest management actions related to Barred Owls introgression into Northern Spotted Owl habitat. (Marys Peak) 8) The senior specialist would conduct contract inspections and field reconnaissance for contract specification compliance. (Marys Peak) 9) The senior specialist would provide wildlife program support as needed. The senior specialist would provide unique insight, gained from extensive experience in northwest Oregon specific to Northern Spotted Owl and Marbled Murrelet management, in the development of recommendations for the Marys Peak and Northwest Oregon Districts timber sale and non-timber sale project areas to avoid, mitigate, or minimize affects to T&E species consistent with RMP and ESA consultation requirements that would further BLMs priority goals and objectives. HS/GED Degree with minimum additional experience of 20 year(s) in Wildlife Specialist, including work with Spotted Owls and Marbled Murrelets Experience required with Windows, MS Word, MS Excel, MS Teams, MS SharePoint, ArcGIS Kaleidoscope, CnetOther:

Field activities related to contract inspections and ARU deployment. Physical requirements: Work may often be sedentary sitting at a desk for extended periods reviewing data and documents. Work may also occur outside climbing moderate to steep terrain over vegetation and debris. Outside work may include various environmental conditions from dry to very wet and cold (near freezing) to warm (near 100 degree) weather.
