The San Francisco Homeless Outreach Team (SFHOT) works collaboratively in small teams to engage and stabilize individuals experiencing homelessness, to help establish treatment, and to find permanent housing. An Outreach Specialist Level 1 is an entry level position on the outreach services team. A Specialist Level 1 participates in daily operations on their assigned teams, as well as supports the functions of HOT as a whole. The work schedule is a 10-hour shift, 4 days a week, including a variety of shifts. Schedule is set by management. This position is represented by a union and is covered under the terms of the union's Collective Bargaining Agreement.Hourly Rate:
$29.06 / hourESSENTIAL FUNCTIONS
Conduct outreach by assignment through the City and outlying neighborhoods to people experiencing homelessness. Engage individuals and assess needs (eg. medical, mental health, substance use, shelter, food access, benefits, and other issues). Follow up with clients to support linkage, as needed. Perform wellness checks, assess risk, provide support, and referrals for needed services. This may include crisis intervention, engaging emergency medical or mental health systems, or mandated reporting. Advocate and collaborate with service providers to facilitate access to care with the goal of stabilization. Respond to requests from city agencies (the Mayor's Office, Board of Supervisors, SFPD, SFFD, HSH), merchants, community groups, and citizen to help individuals found at-risk in places not meant for human habitation. Work collaboratively as part of a dynamic and diverse team, which includes clear communication, flexibility, and humility. Work in close collaboration with the DPH Medical Team (e.g. Street Medicine, Shelter Health, Behavioral Health) to link people experiencing homelessness to transitional primary care. Maintain professional and positive relationships with other service providers, community groups, and the neighborhood. Must demonstrate ability to work in any assigned districts/special project and work with clients of various backgrounds. Must attend scheduled clinical and administrative supervision, to discuss client care, service delivery, and clinical and professional development. Use assigned communication devices to appropriately and professionally communicate with team members and other service providers. Use web-based technologies to look up information and collateral data relevant to service delivery (e.g. One System, Replicon, Outlook, Zoho Shifts). Maintain timely and accurate documentation according to program requirements. Use company provided vehicles to transport and visit clients in an appropriate and professional manner. Maintain a clean driving record. Adhere to the professional ethics as well as established policies and procedures. Complete in-person and virtual trainings on time and attend all mandatory meetings. Must comply with uniform policy while conducting outreach in the field. Other duties as assigned.MINIMUM QUALIFICATIONS TARGET EXPERIENCE
Direct experience working in a professional, volunteer, or other relevant capacity with people experiencing homelessness or individuals with complex medical and/or behavioral health concerns. All areas of study meet qualifications.The following majors are preferred:
Social Work, Human Services, Psychology, Counseling, Sociology, Anthropology, Ethnic Studies, Public Policy, Public Health, or a related field. High School degree or equivalent plus 2 years or more with TARGET EXPERIENCE, or Specialty Certificate related to the populations served (e.g., Community Health Worker, Medical Assistant, Drug and Alcohol/CADAC, Peer Counselor) and 1 year withTARGET EXPERIENCE
; or AA/AS degree, AND Valid California driver's license. Driver must be 21+ with none of the following in the past 3 years: any 2-point convictions; or more than (2) moving violations; or more than (1) moving violation and (1) at-fault or a passenger handling accident. Basic knowledge of the client population and their complex needs including homelessness, financial instability, medical and mental health, and substance abuse. Ability to work well with diverse staff and clientele including cultural, language, sexual identity, gender, and other diversity considerations within all neighborhoods in San Francisco. Ability to work successfully both independently and cooperatively. Ability to speak, read, and write clearly in English. Basic level competency using the Internet, Outlook email, and Microsoft Word computer applications as well as ability and willingness to learn necessary programs needed for everyday job function. Bridge HIV is a grant-funded research unit affiliated with the San Francisco Department of Public Health and the University of California San Francisco. Under the direction of Susan Buchbinder, MD, Bridge HIV has been conducting HIV and STI preventive vaccine studies, HIV pre-exposure prophylaxis (PrEP) studies (including oral and injectable medications), and other studies of biomedical HIV prevention strategies since the early days of the epidemic. The Bridge HIV Investigators are global leaders in HIV vaccine and prevention science, epidemiology of HIV infection, HIV medication adherence, combination HIV prevention strategies, and HIV research training methods. - Support coordination for the clinical team according to predefined milestones, timelines and aspects of a subset of study protocols, under the guidance of the Senior Clinical Research Coordinator, to ensure successful implementation of the project plan.
- Implement a subset of study protocols, including creation of protocol materials, necessary form sets, source documents, tracking systems; maintain data collection forms, logs, and databases and review informed consent documents and other protocol and site-specific documents; ensure completion of required study-specific trainings by staff.
- Support overall compliance with study protocols: manage quality control systems, completion and submission of study-related documentation; assist with regular audits and other quality management activities. Recognize, track, and report protocol deviations/violations, and adverse events per protocol requirements. Ensure ethical standards of research are followed.
- Manage day-to-day study activities to ensure prompt responses to study participants by study staff. Assist research associates and clinicians with telephone support calls and with study participant visits when needed.
- Perform data entry of study data. Create weekly reports on study recruitment, retention, and other monitoring measures.
- Provide administrative assistance to the study teams, including formulating agendas, recording of minutes, and determining action items following meetings. Work with the study investigators to resolve problems as they arise.
- Coordinate communication with study sponsor, research collaborators, and other stakeholders. Participate actively on protocol team meetings and calls. Develop educational materials and educate the community regarding studies and research-related issues.
- Work with the Regulatory Affairs Associate to prepare regulatory submissions and handle routine regulatory activities.
- Provide oversight of laboratory issues, specimen processing, ordering of supplies, and scheduling issues.
- Perform other related duties as required.

ESSENTIAL FUNCTIONS
Oversees recurring reporting workflows and leads the automation of these processes, including revisions to improve data quality and accuracy and increase analytic value. Supports the Associate Director of Program Analytics in delivering mission-critical data science projects across the Los Angeles County homelessness system. Collaborates with division, departmental, and countywide stakeholders to solicit, define, and manage highly complex data science projects from conception through implementation; ensures that projects result in actionable insights and recommendations that can be used to support business decisions and allocate resources; and provides ongoing consultation during program implementation of recommendations as necessary to ensure program fidelity. Provides technical oversight to small teams of Data Scientists and Data Analysts as necessary to ensure project success. Leads the discovery process with departmental stakeholders to document business requirements and frame business problems so that appropriate corresponding data science techniques and products can be identified and deployed. Collaborates with other department subject matter experts to understand, identify, and select available and relevant sources of data for use cases, including internal, external, structured, and unstructured data sources; and provides guidance to other department data experts in the selection and transformation of such sources. Supports collection, integration, and retention requirements for large sets of structured and unstructured data from disparate sources, acts as a resource for senior data engineers and architects in the selection and design of systems for use by the data science team. Reviews proposals by Data Scientists and analysts regarding selection and improvement of data science tools and ensures that the team's tools and systems are well documented. Conducts and coordinates statistical inference of data and conveys findings and conclusions orally, in writing, visually, in presentations, and by developing interactive tools as appropriate to communicate effectively with a wide range of audiences, including technical and nontechnical staff, stakeholders, and members of the public. Works with program staff to understand the implications of analyses and to ensure that findings are actionable and support data-driven program, policy, and operational decision-making. Assists in implementing recommended business process changes in ways retain fidelity to best practices identified through the analysis and recognize the operational realities underlying existing business processes; provides ongoing consultation as recommended changes and new programs grow and evolve, including recommending modifications to adopted goals and metrics. Coordinates with various functional teams to develop and implement products, services, tools, or business process changes resulting from the analysis. Creates and validates advanced analytic products (e.g., Recommender Engines, Auto Classification algorithms, Predictive Scoring, geo-spatial clustering, NLP classifier, etc.) and places them in production; works with nontechnical program managers and staff to understand analytic products and to integrate them into departmental programs. Recommends ongoing improvements to methods and algorithms that lead to findings, including new information. Creates and monitors performance of automated-detection systems and provides business metrics for overall project to show improvements initially and over multiple iterations. Provides ongoing tracking and monitoring of performance of decision systems and statistical models and troubleshoots and implements enhancements and fixes to systems as needed. Develops and maintains a high level of expertise in statistical programming languages and packages and other software tools; provides training and support to Data Scientists and Data Analysts as necessary; and ensures the quality of code and programming logic generated by the data science team.JOB QUALIFICATIONS
Option I:
Two (2) years of experience carrying out complex data science projects that included independently developing and applying methods to identify, collect, process, structure, and analyze data using statistical prediction, inference, and optimization to support data-driven program design and management, at a level equivalent to Data Scientist.Option II:
A Bachelor's degree from an accredited college or university in a field of applied research such as Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health that included 12 semester or 18 quarter units of coursework in data science, predictive analytics, quantitative research methods, or statistical analysis- AND•Six (6) years of experience, including two (2) years in a lead capacity, applying and overseeing the application of machine learning, predictive analytics, data management, and hypothesis-driven data analysis to make actionable recommendations to support program, policy, and operational decision-making.
Other Skills, Knowledge, and Abilities Required:
Advanced experience with using code for analytics and statistical programming (R or Python preferred) Advanced experience using statistical models and / or machine learning methods for prediction and causal inference, including model validation, sensitivity checks, robustness checks, and so on Thorough understanding of data governance and privacy protection when working with sensitive data Ability to translate business requirements into technical data science projects and to communicate results in plain language to technical and nontechnical audiences Proven ability to own and manage projects, including development of timelines and ability to unblock when things get stuck Proficiency with modern data visualization methods (e.g., R and Python plot libraries and cloud-based dashboarding tools (e.g., Power BI, Tableau, etc.) Familiarity with modern DataOps / DevOps practices such as version control, code review, CI/CD patterns, and job orchestration Designing data models, metrics, and other analytic logic used for performance monitoring and operational reportingPreferred:
