Biweekly Position Description:
Under the direction of the Planning Director, performs professional planning functions involving community planning, zoning and land use matters, gathering and analyzing data, preparing reports related to planning activities, projects, and/or programs of the County, and assisting with technical and administrative matters related to County planning. Department:
The Planning Department serves as the land use information center for the County. The Department functions as a professional staff to the Board of Supervisors, the Planning Commission, and the Airport Land Use Commission. The Department disseminates information to the public regarding potential development areas for residential, commercial, industrial, and resource development and management. The Department is responsible for the maintenance and implementation of the County General Plan, the County Zoning, and implementation of the California Environmental Quality Act (CEQA). The Department processes development applications and permit requests for land divisions, use permits, General Plan amendments, zone changes, and variances. It also processes permits and enforces state requirements for the Surface Mining and Reclamation Act (SMARA). In addition, the Department functions as the Census Data Center for the County and disseminates information regarding population, economic, and housing characteristics and trends. Assists the general public, contractors, developers, Planning Commission, Board of Supervisors, and other agencies regarding planning ordinances and requirements. Receives and processes plot plans, tract maps and parcel maps, use permit applications, general plan amendments and re-zonings, etc., ensuring completeness, accuracy and compliance with County regulations. Reviews and approves lot line adjustments, plot plans, etc. Prepares environmental analyses for review of permits or applications subject to California Environmental Quality Act. Planner I | Planner II Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: Planner I Graduation from an accredited college or university with a Bachelor's degree with major coursework in planning, public administration, architecture, geography or a related field. One (1) year of professional experience in public sector planning experience or related work in urban planning encompassing current planning activities is preferred. Planner II Graduation from an accredited college or university with a Bachelor's degree with major coursework in planning, public administration, architecture, geography or a related field. Three (3) years of professional experience in public sector planning experience or related work in urban planning encompassing advanced and / or current planning activities is preferred. Other combinations of education and experience may be considered.
License & Special Requirements:
Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis. The Department is currently recruiting for one (1) vacancy. Additionally, Tehama County is establishing an eligibility list to fill future vacancies for a Planner I/II, as well as subsequent vacancies which occur during the life of the eligibility list. New employees should anticipate being hired at the beginning step of the salary range. Candidates who exceed entry level qualifications may be considered, with approval from the Board of Supervisors, for placement at other than A step.
