Full-Time Position Summary Lumenor Consulting Group is seeking an experienced Aviation Planner to support statewide and airport-level aviation planning initiatives in Georgia. The Aviation Planner will assist with the development and maintenance of the Georgia Statewide Aviation System Plan (GSASP), review airport planning studies, provide technical assistance to airport sponsors and communities, and support compliance with applicable state and Federal Aviation Administration requirements. The successful candidate will possess a strong understanding of airport planning principles, aviation regulations, technical data analysis, stakeholder coordination, and the role airports play in regional transportation and economic development. Essential Duties and Responsibilities Assist with the development, implementation, and ongoing maintenance of the Georgia Statewide Aviation System Plan. Provide technical assistance to airport sponsors in the planning, development, review, and approval of airport-level planning studies. Review airport master plans, airport layout plans, air-service studies, obstruction surveys, environmental assessments, and other specialized aviation-planning documents. Evaluate consultant-prepared studies and deliverables to confirm compliance with departmental standards, FAA requirements, grant assurances, and applicable state and federal regulations. Coordinate with airport sponsors, consultants, government agencies, and other stakeholders to address technical comments, resolve planning issues, and advance aviation projects. Serve as a technical resource for communities seeking to establish, improve, expand, or strengthen their aviation operations and infrastructure. Assist communities with programs and initiatives involving air cargo development, air-service development, the Small Community Air Service Development Program, general aviation, and other efforts designed to improve Georgia's air transportation system. Conduct research and analysis related to airport activity, aviation demand, economic development, facility needs, system performance, and emerging aviation-industry trends. Develop, compile, verify, and prepare technical information for the Georgia Airport Directory and Georgia Aeronautical Chart. Obtain and validate airport and aeronautical data from federal and state agencies, airport sponsors, airport inspections, and other authoritative sources. Coordinate the procurement of professional services associated with updating, producing, and printing aviation directories, charts, planning documents, and related materials. Assist with preparing scopes of work, evaluating consultant qualifications or proposals, administering contracts, reviewing deliverables, and monitoring project schedules. Maintain current knowledge of state and federal laws, regulations, policies, guidance, and industry practices related to aviation planning, airport development, airport licensing, environmental review, and the national air transportation system. Assist with the review and issuance of Georgia airport licenses for airports open to the public. Perform duties supporting the FAA Airport Compliance Program and help airport sponsors understand and comply with applicable federal obligations, grant assurances, policies, and regulations. Assist in developing guidance, procedures, and recommendations intended to promote airport compliance and consistent application of aviation-planning requirements. Prepare technical reports, correspondence, presentations, recommendations, maps, charts, and other planning materials. Represent Lumenor and its clients in meetings with airport sponsors, consultants, community leaders, government agencies, and aviation-industry stakeholders. Conduct airport visits, field reviews, stakeholder meetings, and public presentations as required. Perform other duties and responsibilities as assigned. Required Qualifications Bachelor's degree from an accredited college or university in aviation management, aviation planning, airport management, urban or regional planning, transportation planning, civil engineering, geography, public administration, or a closely related field. Three to five years of progressively responsible experience in aviation planning, airport development, airport consulting, transportation planning, airport operations, or a related field. Experience reviewing or contributing to airport master plans, airport layout plans, aviation system plans, air-service studies, environmental documents, or comparable technical planning studies. Working knowledge of FAA airport-planning guidance, airport design standards, federal grant assurances, and applicable state and federal aviation regulations. Ability to review technical reports, drawings, maps, planning documents, consultant deliverables, and aviation-related data for accuracy and regulatory compliance. Experience coordinating with government agencies, consultants, airport sponsors, community representatives, or other public-sector stakeholders. Strong technical writing, research, data-analysis, presentation, and verbal communication skills. Ability to manage multiple assignments, schedules, technical reviews, and stakeholder priorities simultaneously. Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook. Ability to travel to airports, community meetings, and project locations throughout Georgia as required. Valid driver's license and the ability to meet applicable company driving requirements. Preferred Qualifications Master's degree in aviation planning, airport management, city and regional planning, transportation planning, civil engineering, public administration, or a related discipline. Five or more years of aviation-planning or airport-consulting experience. Experience working with a state department of transportation, the FAA, an airport authority, a municipal airport sponsor, or an aviation-consulting firm. Direct experience with statewide aviation system plans, airport master plans, airport layout plans, airport licensing, FAA compliance reviews, or air-service development programs. Familiarity with FAA Advisory Circulars, Airport Improvement Program requirements, airport grant assurances, National Plan of Integrated Airport Systems criteria, and FAA airport-compliance guidance. Knowledge of the National Environmental Policy Act and environmental-review requirements applicable to airport development projects. Experience with geographic information systems, aviation databases, computer-aided design, airport mapping, or data-visualization software. Experience developing scopes of work, administering consultant contracts, reviewing proposals, or supporting public-sector procurement processes. Knowledge of airport obstruction evaluation, airspace analysis, land-use compatibility, aeronautical charting, and airport economic-development initiatives.
