POSITION SUMMARY
The Planning & Zoning Administrator directs and administers the City's planning, zoning, land development, permitting, development review, sign administration, annexation management, and comprehensive planning functions. Serves as the City's Zoning Administrator and principal planning professional, ensuring compliance with municipal ordinances, adopted plans, and applicable state and federal regulations while coordinating with developers, citizens, elected officials, and regulatory agencies.
Note:
This position is a Full-Time/Exempt position reporting directly to the City Manager with a starting salary of $50,000.00 annually based on experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are representative of the position. The omission of specific duties does not exclude them if the work is similar, related, or logically assigned. Serve as the City's Planning & Zoning Administrator. Administer and enforce zoning, subdivision, sign, development, and land use ordinances. Interpret and administer the Comprehensive Plan and Future Land Use Map. Review rezonings, variances, conditional uses, annexations, subdivisions, plats, and site plans. Coordinate the City's Development Review Committee process. Review zoning compliance for building permits, certificates of occupancy, business licenses, alcohol licenses, and occupational tax certificates. Prepare technical reports, findings, recommendations, ordinances, resolutions, and staff presentations. Serve as staff liaison to the Planning Commission and Board of Zoning Appeals. Coordinate public hearings, legal advertisements, notifications, agendas, and meeting packets. Draft and recommend amendments to zoning, subdivision, sign, and development ordinances. Maintain official zoning maps, Future Land Use Maps, annexation maps, and GIS records. Conduct site inspections and zoning verification inspections. Assist Code Enforcement with interpretation and enforcement of zoning regulations. Prepare annual departmental budgets, reports, policies, and strategic initiatives. Supervise assigned personnel and perform related duties.
KNOWLEGE REQUIRED BY THE POSITION
Knowledge of local government operations, the Code of Ordinances of the City of Hiram, and related local, state and federal regulations, grant program requirements, standards, policies, and procedures. Knowledge of the demographic and economic profile of the city, including its industrial base. Knowledge of community and economic development practices. Knowledge of zoning, land use and planning; stormwater management and EPD requirements and regulations. Knowledge of budgetary principles and public financial management. Knowledge of supervisory principles and practices of public personnel administration, including unemployment, wage and hour, EEOC, taxes, workers' compensation, pensions and risk management. Knowledge of computers and job-related software programs. Knowledge of the principles and practices of effective public relations. Skill in planning, organizing, directing and coordinating the work of personnel. Skill in the analysis of problems and the development and implementation of solutions. Skill in the preparation of clear and precise administrative reports. Skill in interpersonal relations. Skill in oral and written communications. Sign Permit Administration Administer the City's Sign Ordinance. Review and approve permanent, temporary, monument, wall, freestanding, EMC, and special event sign permits. Inspect installed signs for ordinance compliance. Maintain sign permit records and coordinate enforcement of illegal or nonconforming signs. Annexation Management Administer municipal annexation requests in accordance with Georgia law. Review annexation petitions and prepare staff reports, ordinances, resolutions, and exhibits. Coordinate with legal counsel, engineering, utilities, GIS, finance, and outside agencies. Evaluate fiscal impacts, infrastructure capacity, land use compatibility, and service delivery. Coordinate public notices and hearings. Update municipal boundaries, zoning maps, GIS, parcel records, and initial zoning classifications after annexation approval.
Necessary Knowledge, Skills, and Abilities:
Knowledge of zoning, land use planning principles, and municipal development regulations. Knowledge of City of Hiram, Paulding County, and State of Georgia ordinances and codes, including zoning, land use, property maintenance, alcohol, sign, health and safety, and occupational tax regulations. Knowledge of the Georgia Planning Act, Zoning Procedures Law, and Development Impact Fee Act. Proficiency with personal computers and Microsoft Office software (Word, Excel, PowerPoint). Ability to read and interpret zoning ordinances, site plans, plats, surveys, engineering drawings, and maps. Skill in professional and technical writing, including staff reports and correspondence. Ability to analyze data, maintain accurate records, and manage multiple assignments under deadlines. Ability to communicate clearly, tactfully, and professionally with the public, applicants, and City staff. Ability to establish and maintain effective working relationships with City officials, employees, developers, consultants, attorneys, and the general public. Willingness and ability to attend evening and weekend meetings as required.
Desired Minimum Qualifications:
Bachelor's degree in Planning, Urban Planning, Geography, Landscape Architecture, Urban Studies, Public Administration, Construction Management, or a related field. An equivalent combination of education and professional experience in planning and zoning may be considered. One (1) to seven (7) years of professional experience in planning, community development, zoning, or a related field preferred. Ability to read, write, and communicate effectively in the English language. Certification with the Georgia Association of Code Enforcement and ICC International Property Maintenance Code, or the ability to obtain Level I certification within two (2) years of hire. Possession of a valid Georgia driver's license and maintenance of a satisfactory Motor Vehicle Record (MVR).
Physical Requirements:
Work is performed in office and field settings, requiring driving, walking on construction sites, sitting, standing, and occasional lifting to 25 pounds.
Working Conditions:
Professional office environment with regular field inspections and evening public meetings as required. Frequent public interaction. Requires sustained attention to detail and the ability to manage interruptions. May require occasional overtime and travel for training. Involves driving a City vehicle.

Physical Ability :
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
