Job Description
This is a Percentage Time Position (75%), working 30 hours per week and earning some pro-rated benefits such as Paid Time Off, Extended Medical Leave, and Holidays.
JOB OVERVIEW
This position will manage various projects and coordinate programs needed to improve operations, safety, multi-modal accommodations and condition of public roads. Work is performed under the direct supervision of the Managing Director of Roads and Traffic.RESPONSIBILITIES
Coordinate implementation, operation, maintenance and expansion of County wide initiatives including Gateway Green Light (intelligent transportation system (ITS) infrastructure and technology), Strategic Highway Safety plan and Gateway Bike Plan. Lead efforts to manage data and reports (traffic counts, pavement management, crash, travel time, performance measures, bike plan, etc.). Coordinate data sharing between State, County, local and other public and private partners. Manage projects, with federal and/or MoDOT cost share funding. Prepare applications for federal and cost share funds for various projects throughout the County. Review reimbursement requests for federal and cost share funds. Assist in the preparation of RFQ, RFP, and Bid documents for projects; Negotiate costs for services. Track budget and schedule for consulting services and construction contracts. Review and approve requests for payment for contract design and construction services. Serve as liaison between agencies and coordinate with vendors to integrate safety features, multi-modal accommodations, and new transportation and traffic technology into projects County-wide. Work with the public, consultants, and other agencies to resolve design issues. Lead public outreach programs working with the Communications Department to create web page updates, as well as social media and newsletter content. Review and assist in the scoring of project applications requesting Road Board funds. Review project plans to ensure that they comply with project contract, as well as County-wide initiatives. Develop special events plans and assist with creating promotional materials and schedule and conduct meetings with the public. Provide training and support for other county departments and outside agencies. Serve as program representative and point of contact on various committees and boards. Perform other duties as assigned.REQUIREMENTS
Education Bachelor's degree in Civil or other related engineering discipline is required. Certifications Certification as an Engineer Intern with the ability to obtain a licensure as a Professional Engineer (PE) by the Missouri State Board for Architects and Professional Engineers within two years is required. Requires a valid Motor vehicle operator's license and satisfactory driving record. Experience Requires 5 years of related experience, including 3 years of progressively responsible Intelligent transportation, safety, multi-modal and/or transportation planning, design and/or design review experience. A combination of education and experience that provides equivalent knowledge, skills, and abilities can be considered. Requires thorough knowledge of roadway design. Expertise in Synchro, VISIO, and CAD software is preferred. Knowledge of MoDOT and Federal construction policies, standards and specifications is preferred.TO APPLY
