The work is performed with a high degree of independence and includes providing staff support to planning board. Responsibilities include the development permitting process, conducting site evaluations, and ensuring compliance with applicable regulations.The position requires extensive interaction with developers, appointed boards, and the general public. Tact, courtesy, and sound judgment are essential in carrying out assigned duties. The role involves field inspections, investigations, public engagement, and the preparation of detailed documentation. The employee must demonstrate strong communication skills and the ability to assist with the interpretation of local ordinances and the North Carolina General Statutes.
The employee works collaboratively with planning staff, appropriate County departments, general public, and legal counsel to achieve voluntary compliance or pursue formal enforcement actions when necessary. Work is performed under the general supervision of the Community Development Director and is evaluated through conferences, review of completed assignments, and overall effectiveness in carrying out responsibilities. This position is classified as non-exempt and subject to the Fair Labor Standards Act overtime regulations.
Duties and Responsibilities
- Assists in the development permit process, including rezoning, special use request and variance applications; explains regulations and process requirements; issues zoning and stormwater permits.
- Advises the public on regulations of zoning, watershed, stormwater, floodplain, and subdivision ordinances. Reviews development plans and conducts site inspections to ensure compliance.
- Prepares agenda, reports and packets for Planning Board and City Council; serves as staff support and advisor to department head and appointed boards.
- Interprets and applies the City's development regulations in accordance with North Carolina General Statues.
- Oversees all code enforcement procedures including Notices of Violation, civil citations, and written correspondence to property owners and responsible parties.
- Documents violations through photographs, written reports, case files, and property records. When necessary, provides such records to the City's legal counsel and testifies in court as needed.
- Assists with maintain the City's GIS system
- Maintains accurate records of inspections, complaints, enforcement actions, and resolutions.
- Other planning related duties as assigned.
- Knowledge and understanding of the principles and practices of community planning including development ordinances, adopted codes and regulations pertaining to land development.
- Skill in the use of computers for compiling reports, Esri ArcGIS mapping, developing presentation materials, and storing and retrieving data.
- Ability to communicate effectively in oral and written form and make presentations.
- Ability to analyze planning issues and recommend solutions.
- Ability to establish and maintain effective working relationships with city employees, county officials, developers and the general public.
- Thorough knowledge of municipal land use regulations, and nuisance ordinances.
- Working knowledge of NCGS, including minimum housing codes, and local government enforcement authority.
- Ability to manage conflict, de-escalate tense situations, and work effectively with the public.
- Ability to work independently, prioritize tasks, and exercise sound judgment.
- Graduation from a four-year college or university with a major in planning is desirable.
- A minimum of 2 years of professional experience in both local government planning, code administration and GIS mapping is preferred.
- Valid Driver's License- Required
