The Statewide Transportation Improvement Program (STIP) Liaison oversees the development and management of the federally mandated STIP for New Mexico Department of Transportation (NMDOT) District 1

Coordinates with assigned Districts, and the Design Region Project Development Engineers (PDEs) to ensure fiscal constraint per project and track all federal funding. Periodic travel to Districts 1 and 2, and the General Office in Santa Fe will be required. As a valued new employee to NMDOT, you may be eligible to received three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government. Why does the job exist? Oversee the development and management of the Statewide Transportation Improvement Program (STIP), the electronic, six-year, short term planning document required by federal law. Serve as a resource for federal funding questions for Districts, Project Development Engineers, and other stakeholders in the southern region of New Mexico. Keep up to date with the latest Federal Transportation Law, and the funding requirements outlined in the law. Develop action plans and make recommendations to District staff in maintaining fiscal constraint and ensuring priority projects are fully funded within eligible federal funding categories. Assist Metropolitan Planning Organizations (MPOs) with funding questions, project entry, and fiscal constraint as requested. How does it get done? The primary responsibilities of this position will include: Keep fiscal constraint tracking sheets for assigned districts updated. Process all of the data entry in eSTIP based on the changes necessary to fully fund priority projects. Coordinate meetings with assigned Design Region and District to track project estimates and development stages. Assist assigned MPOs with the STIP process and data entry into the eSTIP system. Provide support to the Districts, Divisions and Bureaus of NMDOT for matters related to the programming and authorization of Federal Aid Highway Funds and other duties as assigned by the STIP Manager and Business Operations Supervisor. Train NMDOT and MPO staff on the use of the eSTIP system when necessary and participate in quarterly meetings and others as needed. Travel to Districts 1, 2, and the General Office as needed for meetings and training. Who are the customers? The public, NMDOT Districts and Design Regions, Federal Highway Administration (FHWA), MPOs, and other NMDOT staff. Ideal Candidate The public, NMDOT Districts and Design Regions, Federal Highway Administration (FHWA), MPOs, and other NMDOT staff. Minimum Qualification Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required. Some lifting of boxes, weighing 20 lbs or less may be required. Driving a NMDOT vehicle will be required.
