Full-Time Position Summary Under general direction, the City Planner performs advanced professional planning work and works closely with the Building Inspector and Fire Marshal This position is responsible for managing development review, zoning administration, GIS operations, and inspection services, while ensuring compliance with municipal codes, state statutes, and adopted plans. The position provides leadership, policy guidance, and operational oversight, and serves as a key advisor to the Assistant City Manager, Planning Commission, and Board of Adjustment. Essential Duties and Responsibilities
  • Develops and implements departmental policies, procedures, and workflows
  • Ensures coordination between planning, inspections, and other city departments
  • Manages and oversees review of site plans, subdivision plats, lot splits, and development applications
  • Ensures consistency, accuracy, and timeliness in development review processes
  • Coordinates interdepartmental review and resolves conflicts
  • Provides guidance on complex or high-impact development proposals
  • Oversees administration and enforcement of zoning and subdivision regulations
  • Provides interpretation of zoning code and land use regulations
  • Reviews and oversees the administrative process for rezoning requests, special use permits, variances, and appeals
  • Coordinates with legal staff on ordinance interpretation and enforcement issues
  • Ensures compliance with applicable state statutes and due process requirements
  • Generates staff reports and findings of fact
  • Presents complex or high-profile cases to boards and commissions
  • Advises board members on procedures and legal considerations
  • Serves as liaison between inspectors, contractors, and the development community
  • Ensures maintenance and accuracy of spatial data
  • Directs development of web maps, dashboards, and applications
  • Leads development and implementation of the Comprehensive Plan
  • Oversees updates to zoning and subdivision codes
  • Conducts demographic and land use analyses
  • Develops policy recommendations for leadership and elected officials
  • Handles complex or high-profile public inquiries and disputes
  • Ensures accurate recordkeeping and case tracking
  • Monitors project timelines and statutory deadlines
  • Prepares reports and presentations for leadership Perform related duties as assigned by the City Manager's Office. Knowledge, Skills, and Abilities
  • Advanced principles and practices of urban planning, land use, and community development
  • Zoning, subdivision regulations, and applicable state statutes (Oklahoma preferred)
  • Development review processes, including plats, site plans, and permitting workflows
  • Building, construction, and safety codes (e.g., ICC codes and inspection procedures)
  • Geographic Information Systems (GIS), including ESRI platforms and spatial data management
  • Public administration practices, including budgeting, policy development, and regulatory compliance
  • Technical writing and preparation of clear, defensible staff reports and findings of fact
  • Public presentation and meeting facilitation for boards, commissions, and community groups
  • Project and workflow management across multiple departments and deadlines
  • Conflict resolution and negotiation with developers, contractors, and the public
  • Data analysis and interpretation, including GIS mapping and development trends
  • Organizational and time management skills in a high-demand municipal environment
  • Interpret, apply, and enforce complex zoning and building regulations consistently
  • Supervise, train, and evaluate professional and technical staff
  • Make sound, defensible decisions on complex development and inspection issues
  • Manage and prioritize multiple projects while meeting statutory deadlines
  • Communicate effectively with diverse audiences, including in high-conflict situations
  • Coordinate cross-departmental operations and align planning with inspection functions
  • Conduct site visits and inspections in various weather conditions
  • Operate standard office equipment and computer systems
Minimum Qualifications Education & Experience:
  • Bachelor's degree in urban planning, Public Administration, Geography, or related field, Master's degree preferred
  • Minimum of 3
  • 5 years of progressively responsible experience in a municipal planning environment or equivalent private sector planning experience
Preferred Qualifications:
  • AICP certification
  • ICC Plan Review Certification (B3 and R3) Working Conditions & Physical Requirements
  • Primarily office-based with regular field visits and inspections
  • Frequent evening meetings (Planning Commission, BOA, City Council)
  • Regular interaction with the public, including high-conflict situations Salary and Benefits
