Assistant City Planner

Job Description

Nature of Work This is responsible work assisting with the coordination of the future orderly growth and development of the City of Pigeon Forge. Activities associated with the job include assisting with assembling and analyzing social, economic and other data required to develop a comprehensive approach for land use and development, assisting with project development and management for long and short-range plans and reviewing and analyzing zoning requests, site plans and subdivision proposals to ensure compliance with existing codes and land use plans. Additional activities include assisting with the update of the city's master plan, assisting with mapping and GIS programs, developing recommendations on planning and development issues, interpreting governing regulations, attending meetings, conducting field inspections for zoning compliance, and assisting with the maintenance of all records and documentation pertaining to prior and current land utilization practices for the City of Pigeon Forge. Job responsibilities require a minimum of a bachelor's degree in planning or closely related field, experience working for a planning commission or performing planning activities for a municipality, good organizational, interpersonal, analytical and decision-making skills, ability to make effective presentations and sufficient strength and agility to perform the field work associated with the job. Job performance is evaluated by the Community Development Director through review of the effectiveness of planning and development activities, expertise in planning and development related disciplines and organizational, analytical and interpersonal skills. Illustrative Examples of Work Performs advanced professional work related to variety of planning assignments. Assists with supervising and directing all activities and programs in the Planning Department including planning, zoning, subdivision regulations, zoning ordinance, signage and environmental codes enforcement. Assists with updating the Master Plan, developing long and short-range plans, gathering, interpreting and preparing data for studies, reports and recommendations and coordinating departmental activities with other departments and agencies. Assists with the coordination and supervision of zoning ordinance, environmental code enforcement and related activities. Coordinates and conducts site plan and plat reviews for conformance with existing regulations and sound planning practices. Receives drawings, site plans, applications and related documentation for dissemination and review for compliance with existing land use ordinances. Assists with developing recommendations pertaining to planning and development issues and submitting to the Planning Commission, Board of Zoning Appeals, and the City Commission for review. Assists with interpreting land use regulations including subdivision regulations, municipal codes and state and federal legislation. Assists with coordinating mapping and GIS programs. Assists with administering the Pigeon Forge Municipal Flood Damage Prevention Ordinance. Provides support to the city's storm water program. Assists with researching, preparing and submitting annexation petitions and notifying all city departments, state and federal agencies of incorporation. Assists with producing transportation plans and representing the city on transportation projects. Assists with preparing documentation required to update, amend and/or develop new land use regulations and preparing ordinances when required. Assists with coordinating meetings pertaining to planning and development issues and makes presentations when necessary. Responds to requests for information from local and regional officials, staff members and the public. Assists with researching planning related grants and other funding sources and submitting grant applications when appropriate. Interacts with the East Tennessee Development District Community Planners as it relates to planning for the City of Pigeon Forge. Attends workshops, seminars and other meetings required to meet state requirements for ongoing education. Remains current on pending legislative actions and changes occurring in the municipal planning and development field. Compiles statistical and historical data on human, economic development, demographics, land use, natural and cultural resources related to comprehensive planning, urban design and cultural resource management and development. Assists with maintaining all records, historical data and related documentation pertaining to prior, current and future planning and development activities. Responds to citizen complaints, questions and issues pertaining to land use ordinances and planning and development regulations. Assists with the coordination of planning and development initiatives with local, regional, state and federal entities in an effort to achieve common goals. Conducts zoning compliance field inspections and investigates violations of planning regulations and ordinances. Performs related duties as required. Necessary Requirements of Work Graduation from an accredited four year college or university with a B.A. (B.S.) Degree in Planning, Civil Engineering, or closely related field; a minimum of two years' experience working for a Planning Commission or Planning Department for a governmental entity; strong organizational, interpersonal, analytical and decision making skills; good mathematical and communication skills; considerable knowledge of municipal codes and state and federal regulations regarding land use and environmental issues; or any equivalent combination of education and experience to provide the following knowledge, abilities and skills: Thorough knowledge of acceptable land use patterns and planning and development activities for municipalities. Thorough knowledge of municipal codes and ordinances and state and federal regulations governing the use and future development of property. Thorough knowledge of city, state and federal laws relating to floodplain management. Thorough knowledge of computer software programs including word processing, spreadsheet and data base management applications. Thorough knowledge of acceptable business English including established grammatical form for preparing reports, correspondence and memorandum. Thorough knowledge of basic and advanced mathematical concepts including the calculation of ratios, proportions and percentages. Knowledge of regional and local geography including types of soil, sub surface structures, etc. Knowledge of principles, theories and methods of Geographic Information Systems (GIS) utilized for planning and development purposes including knowledge of current developments, trends and technologies in the GIS field. Ability to effectively utilize all applications of a GIS system. Ability to read and comprehend a variety of information consisting of statistical data, recommendations, findings and conclusions for planning and development activities. Ability to compile data and write comprehensive reports utilizing acceptable grammatical form and practices. Ability to prioritize job related activities in an effective and efficient manner to ensure meeting established deadlines and reporting requirements. Ability to perform basic and advance mathematical calculations utilized for data analysis. Ability to exercise a high degree of skill in resolving conflicts and addressing complex issues when dealing with various boards, commission, committees, developers and the public. Ability to absorb and analyze complex technical information, draw logical conclusions and make timely and appropriate decisions with full awareness of all technical, legal and financial consequences. Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret and explain pertinent provisions of land use codes, ordinances and statutes. Ability to interact in a professional and effective manner with local and regional officials, developers, architects, engineers, business owners, contractors and the public. Ability to perform the physically demanding aspects of the job in variety of weather conditions. Ability to organize and maintain all documents, records, site plats, historical files, maps, and other information required for planning and development activities. Skill in the use of equipment utilized for planning and development activities including levels, measuring tapes, drafting instruments, etc. Physical Requirements This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, standing, walking, and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness or work, and observing surroundings and activities; the worker is subject to inside and outside environmental conditions. Necessary Special Requirements Possession of a valid Tennessee Driver's License and the ability to be insured at standard vehicle liability rates.
