Job Overview:

We are seeking a dedicated and experienced Field Manager-Traffic Control/Permitting to oversee permit compliance, traffic control, permit closeouts, and final restoration for underground fiber construction projects. This position is responsible for reviewing and understanding all requirements outlined in project permits and ensuring those requirements are properly implemented in the field. The ideal candidate will have experience with underground utility construction, municipal permitting, traffic control, public right-of-way restoration, and field inspections. This role will coordinate closely with construction crews, traffic control providers, restoration crews, subcontractors, city inspectors, and permitting authorities to ensure projects remain compliant and permits are successfully closed.

Duties and Responsibilities:

Review and understand all conditions, requirements, restrictions, approved work hours, traffic control requirements, and restoration standards contained within each project permit. Communicate permit requirements to construction crews, subcontractors, traffic control providers, and other project stakeholders. Monitor field operations to verify that all work is being completed in accordance with applicable permits, approved construction plans, city standards, and project specifications. Identify permit compliance issues and coordinate corrective action before they result in violations, stop-work orders, failed inspections, or project delays. Maintain organized records of permit requirements, inspections, corrections, expiration dates, and closeout status. Work directly with city and permitting authorities to resolve questions, deficiencies, and compliance issues. Review and understand the traffic control requirements outlined in each permit and approved traffic control plan. Determine where and when traffic control is required based on permitted work activities, locations, schedules, and field conditions. Schedule and coordinate traffic control crews to support construction and restoration operations. Ensure all construction and restoration crews have the required traffic control in place before beginning work. Inspect traffic control setups and verify that signs, cones, barricades, flaggers, pedestrian controls, work-zone spacing, and other devices meet permit requirements and current MUTCD standards. Immediately address unsafe, incomplete, or noncompliant traffic control conditions. Coordinate traffic control changes when field conditions, construction activities, or permit requirements change. Manage the permit closeout process from completion of construction through final approval by the applicable jurisdiction. Identify and track all outstanding work, documentation, inspections, restoration, and corrective items required to close each permit. Manage final restoration of all hard-surface locations in streets and public rights-of-way that were cored, cut, excavated, or otherwise disturbed during underground fiber construction. Identify, document, photograph, and maintain an accurate database of all locations requiring permanent restoration. Assign restoration work to internal crews and subcontractors based on project priorities, permit requirements, and inspection schedules. Coordinate asphalt, concrete, sidewalk, curb, gutter, pavement markings, and other required hard-surface restoration activities. Inspect completed restoration and verify that it meets applicable city standards, permit conditions, approved specifications, and quality requirements. Maintain and manage restoration and permit-closeout punch lists, including incomplete work, deficiencies, and failed inspection items. Coordinate final inspections with city inspectors and permitting authorities. Ensure all required closeout documentation—including photographs, inspection records, restoration records, as-builts, and other jurisdiction-specific documents—is complete and submitted. Confirm that all construction, restoration, traffic control, and corrective work is complete and capable of passing final city inspection. Track each permit through final jurisdictional approval and documented closure. Provide regular status updates regarding permit compliance, traffic control, restoration progress, inspections, and closeouts. Maintain accurate project databases, trackers, field records, and supporting documentation. Report incidents, permit violations, failed inspections, and compliance concerns to management. Ensure compliance with OSHA requirements and company safety policies.

Experience and Qualifications:

Candidates should have a proven track record in telecom, underground utility construction, construction management, permitting, traffic control, or public right-of-way restoration. Experience reviewing municipal permits, interpreting traffic control plans, coordinating traffic control and restoration crews, managing permit closeouts, and working with city inspectors is strongly preferred. Candidates must understand MUTCD traffic control standards and be able to identify unsafe or noncompliant work-zone setups. The ability to read utility construction maps, permits, approved plans, and restoration details is required. Strong organizational skills, attention to detail, accurate recordkeeping, effective communication, and the ability to manage multiple permits and field locations simultaneously are critical for success in this role.

Pay:

$70,000.00 - $82,000.00 per year
