Job Description

TITLE:
Program Services Assistant GRADE:
Non-Exempt, Part-Time, Temporary Assignment (6 Months)
REPORTS TO
Vice President of Workforce Development
PURPOSE OF POSITION
Fresno County Economic Development Corporation (EDC) manages multiple workforce development programs. In partnership with a broad range of stakeholders, the Program Services Assistant provides client-facing and administrative support to the Workforce Development team. The primary focus of this position is maintaining regular communication with program participants and supporting continued engagement throughout training, employment, and retention. The Program Services Assistant conducts participant follow-up and employment retention calls, assists with maintaining participant records and documentation, supports outreach and program activities, and provides general administrative assistance to workforce development staff. This position requires strong communication and customer service skills, administrative skills, attention to detail, dependability, and the ability to interact professionally with individuals from a variety of backgrounds.
DUTIES & RESPONSIBILITIES
Program Activities (80%)
Participant Support & Communications:
  • Conduct outbound calls, emails, and other activities with current and former participants.
  • Conduct employment retention calls with participants following job placement.
  • Collect employment information and other required updates during follow-up contacts.
  • Maintain positive and professional communication with current and former participants.
  • Assist participants with understanding upcoming appointments, activities, documentation requirements, and other program-related information.
  • Follow up with participants regarding missing information or required documentation.
  • Identify participant concerns or potential barriers and communicate them to appropriate workforce development staff for follow-up.
  • Document contacts, employment updates, and related activities accurately and timely.
  • Maintain confidentiality when handling participant information.
Participant and Program Support:
  • Assist with maintaining participant files, spreadsheets, databases, and program records.
  • Enter and update participant, training, employment, and retention information.
  • Assist with monitoring participant follow-up dates and other assigned deadlines.
  • Assist with scheduling participant appointments, interviews, orientations, meetings, etc.
  • Prepare routine correspondence, participant materials, forms, and program documents.
  • Assist with collecting and organizing documentation from participants and training providers.
  • Review records for missing or incomplete information and conducting appropriate follow-up.
  • Maintain organized electronic and physical files as applicable.
  • Provide general administrative support to workforce development staff.
Outreach & Field Support:
  • Assist with orientations, recruitment activities, graduations, outreach events, and other related workforce development or organizational activities.
  • Conduct visits to training sites and other program locations as assigned.
  • Provide on-site support to workforce development staff during program activities and events.
  • Assist with distributing and collecting program materials and documentation.
  • Interact professionally with participants, training providers, employers, and community partners while representing the organization. Internal Activities (20%)
  • Participate in staff and/or department meetings, trainings, and professional development activities as appropriate.
  • Learn and follow established workforce development program procedures.
  • Provide support on special projects as assigned.
  • Perform other duties and responsibilities as assigned to support workforce development programs and organizational needs.
SKILLS & KNOWLEDGE REQUIRED
  • Excellent verbal and written communication, excellent interpersonal and customer service skills, a proven ability to build and maintain relationships.
  • Strong organizational, analytical, and time management skills, with familiarity in data entry and outcomes tracking.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with remote meeting technologies (e.g., Microsoft Teams, Zoom, etc.). Knowledge of Customer Relationship Management (CRM) systems or similar programs is preferred.
  • Must be professional, with high ethical standards, and maintain confidentiality. Ability to work independently and collaboratively.
  • Strong commitment to the mission of the EDC and to professional development.
MINIMUM EDUCATION & WORK HISTORY
  • High school diploma or equivalent is preferred.
  • Previous customer service, client-facing, administrative, community outreach, education, human services, or related experience strongly preferred.
  • Experience communicating with customers or clients by telephone and in person preferred.
  • Experience with data entry, spreadsheets, databases, or recordkeeping preferred; OR
  • An equivalent combination of education or work experience that demonstrates the skills and potential to carry out the duties listed above.

PHYSICAL REQUIREMENTS

  • While performing the duties of this job, the employee is regularly required to stand, walk, sit; use hands for clerical duties and keyboarding. The employee is occasionally required to reach with hands and arms; stoop and kneel.
  • The employee will occasionally lift and / or move up to 50 pounds.
  • Specific vision abilities required by this job include: close vision, distance vision, peripheral vision, depth perception and ability to adjust focus, and visual acuity sufficient to read a computer screen and paper documents.
  • Acute hearing is necessary for telephone and in-person communication with callers and assisting staff, customers, and vendors.
This position requires speaking in front of a group to lead meetings and training sessions.
WORKING CONDITIONS
  • This position typically functions indoors in an office environment with light-to-moderate noise associated with business office equipment.
  • Occasional local and regional travel may be required.

$23.00 - $26.00 per hour Expected hours: 20.0 - 25.0 per week
