Job Description

Position Purpose The Military Family Employment Advocate (MFEA) serves as a Senior Career Coach-level, specialized role within the WIOA Department, responsible for delivering full‑lifecycle workforce services to military spouses, dependents, and eligible transitioning military family members. This position integrates outreach, case management, compliance, employer engagement, and career pathway development , ensuring military families receive targeted, high‑quality services aligned with WIOA performance requirements and local labor market demand. Core Responsibilities A. WIOA Service Delivery & Case Management (Senior Career Coach - Case‑Managing Role) Conduct WIOA eligibility determination, enrollment, and documentation in compliance with federal, state, and local policy. Manage a partial caseload from enrollment through training, placement, and required follow‑up. Develop and maintain high‑quality Individual Employment Plans (IEPs) aligned to in‑demand career pathways. Coordinate access to training, credentials, apprenticeships, OJT, and work‑based learning opportunities. Provide intensive career coaching addressing barriers unique to military families (frequent relocation, licensure portability, childcare, etc.). Deliver post‑employment retention and wage‑progression follow‑up services . B. Specialized Military Family Outreach & Advocacy Lead outreach and recruitment efforts targeting military spouses and dependents , including participation in Spouse Newcomers Briefings, military installations, and community events. Serve as a subject‑matter expert on military family employment challenges and strengths , educating staff, employers, and partners. Build relationships with military installations, National Guard units, Reserve components, and military family support organizations. Promote awareness of CareerSource Escarosa services among military populations. C. Employer Engagement & Workforce Partnerships Collaborate with the Business Services Team to educate employers on: Hiring military spouses Transferable skills and credentials Remote and portable employment opportunities Support employer recruitment strategies aligned with military spouse workforce availability. Assist in developing talent pipelines that improve placement, retention, and advancement outcomes for military families. D. Compliance, Documentation & Performance Accountability Maintain accurate, timely, and audit‑ready documentation in Employ Florida and other required systems. Monitor and meet WIOA performance indicators, including employment, credential attainment, measurable skill gains, and retention. Ensure confidentiality and secure handling of all participant information. Prepare closed files according to retention and storage requirements. E. Leadership & Collaboration Function as a Senior Career Coach resource and mentor , supporting Career Coaches with referrals, guidance, and military‑specific expertise. Participate in team planning, continuous improvement efforts, and professional development activities. Support department initiatives that strengthen service quality and system integration.
Note:
This is a grant funded position. Continuance of this position is contingent upon CareerSource Escarosa receiving these program-specific grant funds. Minimum Qualifications Education Bachelor's degree in a related field (required). Experience Minimum of two (2) years' experience in one or more of the following: Career counseling or workforce case management Job development or employer engagement Outreach or program coordination Military family employment or related human services Skills & Abilities Skills, Abilities & Competencies (All Required unless noted otherwise) Proficiency in PC applications , including Microsoft Word, Excel, and PowerPoint . Experience or familiarity with the Employ Florida system is a plus. Outstanding, positive customer service skills with the ability to build trust and rapport. Strong organizational, time‑management, and prioritization skills . Excellent oral and written communication skills ; public speaking experience preferred . Demonstrated self‑motivation with the ability to work independently and as part of a team . Ability to provide support and collaboration to fellow team members. Prior knowledge of or experience with military family employment issues is a plus . Ability to understand and apply complex WIOA program requirements . Ability to maintain confidentiality and handle sensitive information appropriately. Additional Requirements Travel within Escambia and Santa Rosa Counties; occasional travel outside the region. Pay:
$36,500.00 - $49,200.00 per year
