Non-Exempt Scope of Position The Business Services Representative serves as the primary liaison between employers and the PA CareerLink® system, developing and maintaining strong business relationships while delivering workforce solutions that support regional economic growth. This position identifies employer workforce needs, promotes PA CareerLink® programs and services, coordinates recruitment activities, and collaborates with workforce partners to connect businesses with qualified talent. The Business Services Representative also gathers labor market intelligence and supports strategic employer initiatives.Essential Functions:
- Develop and maintain relationships with new, existing, and prospective employers throughout the service area.
- Conduct employer outreach through in-person visits, virtual meetings, telephone contact, and networking events.
- Assess employer workforce needs and recommend workforce solutions, including recruitment assistance, incumbent worker training, On-the-Job Training (OJT), work-based learning opportunities, apprenticeships, labor market information, and other available programs.
- Promote PA CareerLink® services and increase employer utilization through strategic outreach and relationship management.
- Assist with the coordination of hiring events, job fairs, customized recruitments, and employer information sessions both on-site and within the community.
- Collaborate with PA CareerLink® staff to connect qualified job seekers with employer hiring needs.
- Maintain accurate employer records and service documentation within required case management and customer relationship management systems.
- Gather, analyze, and report labor market trends, employer feedback, hiring challenges, and workforce intelligence to support Workforce Development Board planning and strategic initiatives.
- Participate in employer advisory groups, industry partnerships, chambers of commerce, economic development organizations, and other business-focused events.
- Identify opportunities to expand employer engagement through partnerships with educational institutions, training providers, community organizations, and economic development agencies.
- Assist employers with developing job descriptions, posting employment opportunities, screening candidates, and coordinating interview activities.
- Support Rapid Response activities for employers experiencing layoffs or business transitions, as assigned.
- Research and prepare nominations for local, regional, and statewide employer recognition programs and workforce awards.
- Monitor individual performance goals and maintain productivity standards established by EDSI, the Workforce Development Board, and funding agencies.
- Prepare reports, presentations, and employer success stories highlighting workforce outcomes and business engagement activities.
- Represent EDSI and the PA CareerLink® system at meetings, conferences, community events, and professional organizations.
- Maintain current knowledge of workforce development programs, labor market trends, funding opportunities, and employer workforce challenges.
- Perform other duties as assigned.
Qualifications:
- Bachelor's degree in Business, Marketing, Human Resources, or a related field, or equivalent relevant work experience required.
- Marketing and sales experience preferred
- Customer service experience required
- Ability to work independently with little or no supervision
- Must have strong communication skills (written/verbal)
- Good interpersonal skills
- Must have strong knowledge of Microsoft Office tools and comfortable with using, and/or learning to use, programs related to marketing material design
- Valid driver's license and an automobile are required
- Bilingual preferred (English/Spanish) but not required.
