The career counselor is the primary contact for the jobseeker handling all inquiries pertaining to career services support, workforce training programs, referrals to partners and community resources. The career counselor will work in compliance with all WIOA regulations, Standard Operating Procedures and Employee Handbook.
Essential Functions:
Identify substantial or significant barriers to employment if applicable. Conduct counseling interviews (assessment) with individual client or groups of clients who may or may not have substantial and/or significant barriers to employment. Assess the type and extent of the barriers. Career plan participants who are requiring individualized services after completing a comprehensive assessment. Conduct interviews and document all services in data base (MOSES). Review and analyze participant information obtained through interviews, records, tests and observation to determine employment and training interests, vocational aptitudes and abilities. Determine eligibility for services and programs such as Title 1. Answer inquiries concerning eligibility, procedures and benefits using Workforce Innovation and Opportunity Act (WIOA) guidelines to inform clients and other interested parties. Conduct comprehensive career counseling based on labor market analysis. Critique and update résumé. Coach on basic interviewing skills Organize and present job readiness workshops and develop other support services tailored to meet the unique needs of the career center population. Create and maintain information on various training options available for adult and dislocated workers. Document all services, including supportive services, in data base (MOSES). Complete and submit all required training paperwork to appropriate management staff. Prepare required paperwork for Individual Training Accounts and Trade Customers Follow-up with training vendors and clients for attendance and performance. Actively market and recruit to a variety of organizational partners and community groups. Follow-up and document outcomes (exits and obtained employment). Administer and interpret various aptitude tests and assessment tools (TABE ACT WorkKeys). Gather, compile and maintain current labor market data to provide information to jobseekers requesting advice on the current labor market and projected employment opportunities. Work with Business Engagement Team regarding vetting/referring potential jobseekers for positions available. Provide customer service support at the front desk and resource area. Program Knowledge ( Preferred ) Comprehensive knowledge of the Progression to Employment Model, or similar, and its integration with career readiness and/or training services. Comprehensive knowledge of the priority of service populations such as working with Veterans, DTA (Dept. of Transitional Assistance), MRC (Mass. Rehabilitation Commission) and MCB (Mass. Commission for the Blind). Comprehensive knowledge of the Reemployment Services Eligibility Assessment (RESEA) program.

Work Environment:
This position operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Lifting expectations no more than 20 pounds. Position Type/Expected Hours of Work This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. - 4:30 p.m. (Flextime - Depending upon the demands of the career center) Travel Limited travel (10%) is expected for this position. Required Education and Experience Bachelor Degree with 2 years of experience providing career or related services such as employment and/or training placement, employment counseling, vocational training counseling, educational counseling or rehabilitation counseling or any equivalent combination.
