The specialist may serve adults referred through the Maryland Division of Rehabilitation Services (DORS), Reinvented Destiny grant-funded programs, community and professional partners, employers, churches, workforce organizations, and direct community referrals. This position combines community based, individualized employment services as well as onsite workforce facilitation for A Second Chance Workforce & Reentry Initiative. The specialist will facilitate approximately one 2-hour onsite session per week during each 12-week cohort, with no more than 12 adult participants per cohort. Additionally, the employment specialist will manage a small caseload of individuals in job development and/or job coaching who are blind or have low vision. Duties
- Provide employment coaching, career exploration, job readiness, resume development, job-search and application assistance, interview preparation, job development, employer advocacy, placement, and short-term retention support.
- Deliver DORS-authorized employment services and maintain documentation consistent with DORS requirements and Reinvented Destiny procedures.
- Facilitate Rebuild & Rise workforce curriculum covering resume development, interviewing, digital literacy, financial literacy, workplace communication, conflict resolution, career pathways, employer readiness, and job retention. Maintain documentation required and consistent with the Baltimore County Community Reinvestment & Repair Fund.
- Lead interactive group activities, discussions, role plays, and practical job-readiness exercises for cohorts of up to 12 adults.
- Support participants with identifying employment barriers and connecting them to appropriate community, workforce, education, transportation, financial, and reentry resources.
- Assist with employer panels, guest speakers, career-exposure activities, networking, and direct employer connections.
- Maintain accurate service notes, attendance, job-search activity, employer contacts, interviews, placements, wages when available, retention follow-up, and referrals.
- Communicate professionally with participants, referral sources, employers, community partners, and program leadership.
- Provide innovative feedback to further the mission and growth of Reinvented Destiny, LLC.
- Attend networking, partner, and outreach events relevant to workforce development. Qualifications
- High school diploma or GED required with direct support experience; associate or bachelor's degree in Psychology, Vocational Rehabilitation, Social Work, Human Services, Human Resources, Counseling, Education, or a related field preferred.
- At least 1 year of experience in workforce development, employment services, job coaching, vocational services, career counseling, human services, or a related field preferred.
- Experience supporting adults with disabilities, employment barriers, reentry needs, vision loss, or other complex barriers is preferred.
- Strong communication, active listening, facilitation, organization, time management, problem-solving, and professional-boundary skills.
- Ability to work independently in community-based settings while maintaining consistent communication and documentation.
- Working knowledge of online job-search platforms, Google Workspace, virtual meeting platforms, and electronic documentation.
- Knowledge of reasonable accommodations and the Americans with Disabilities Act preferred.
- Proficient in Microsoft applications and Google platform (sheets, keep, word) video calls.
- Ability to navigate competing priorities and multi-tasking.
- Great understanding and awareness of professional decorum and modeled behavior.
WORK SCHEDULE & ENVIRONMENT
The position is part-time, generally 10-20 hours per week, with hours varying based on DORS authorizations, Rebuild & Rise programming, community referrals, participant needs, job-development activity, and organizational priorities. Schedule is generally weekdays with flexibility to meet participant and employer needs.
ADDITIONAL REQUIREMENTS
- Reliable transportation for community-based services throughout Baltimore City and Baltimore County.
- Valid driver's license and acceptable driving record; current automobile insurance.
- Private, professional home workspace suitable for confidential virtual services and documentation.
- Completion and maintenance of required DORS, program, grant, agency, and other applicable training.
- Successful completion of any required employment or site screening.
