JOB DESCRIPTION
Job Summary Allies contracts with the Department of Children and Family Services (DCFS) to protect at-risk children and strengthen families. Families are either referred to us by DCFS or by the probation department for abuse or neglect, or come to us through other community partners. The In-Home Outreach Counselor (IHOC) is responsible for promoting and facilitating high-quality in-home and clinical case management services for Allies' Family Preservation clients. The position works collaboratively with all program staff. Agency Overview Every child needs a childhood. For nearly 40 years, Allies has been providing thousands of at-risk children and their families with critical, high-quality child development and family wellness programs (including comprehensive early education and Early Head Start services), family strengthening interventions, foster care and adoption services, and a range of vital, integrated services, including mental health services, educational assessments, trauma and disabilities screenings/advocacy, nutrition services, dental and vision screenings, and pediatric health consultations. In 2024, Allies expanded its reach, serving even more children and youth in foster care and those transitioning to adulthood through Extraordinary Families, a program of Allies for Every Child. In accordance with our "team" philosophy, the person filling this position may occasionally be required to carry out or assist with other tasks beyond the duties listed in this job description. Ensure the physical safety and well-being of the children in the Family Preservation Program. Provide in-home situational counseling and clinical case management services to clients based upon the approved service plan. Collaborate with other professionals on the case, including DCFS, Probation, and mental health providers. Document and communicate clients' progress, strengths and needs in a timely and accurate manner through all necessary reports. Utilize the computerized system, Family Assessment Functioning Tool (FAF), to document progress and outcomes. Attend and participate in MCPCs (Multidisciplinary Case Planning Conferences) and coordinate participants' attendance. Provide client linkage to needed resources/services and follow up to ensure successful outcomes for identified needs. Perform Up-front Assessments focusing on substance abuse, domestic violence, and mental health concerns as needed to determine caregiver capacity. Conduct comprehensive bio-psychosocial assessments. Demonstrate flexibility and provide support to other Allies programs as requested, including serving a limited number of Mental Health families. Complete all documentation for program evaluation and outcome measures. Submit all written materials to the supervisor for co-signature. Adhere to all legal, ethical, and professional practice standards, including consulting with a supervisor before making a child abuse report, communicating with an attorney, or taking action in any situation involving clinical, legal, or ethical decisions. Attend DCFS (Department of Children and Family Services) Child and Family Team meetings as requested. Attend and participate in group supervision, meetings, and trainings. Evening and weekend hours are required. Staff must believe in and act in accordance with both the Agency's and the program's mission statements. Qualifications & Education The candidate must have: Master's in Social Work or Marriage and Family Therapy. Must be BBS registered Minimum 2 years' experience working with children and families who have experienced violence, abuse, and trauma Spanish-speaking required (will be asked to pass a fluency test) Fingerprint background clearance (DOJ, FBI & Child Abuse Clearance Index), or approved exemption Successful completion of health screening: pre-employment physical, PPD risk assessment, proof of immunizations for pertussis, measles, and influenza Class "C" driver's license, proof of insurance, a safety record acceptable to CAA, and reliable transportation are required Capacity to work evening and weekend hours
Excellent Knowledge of:
Knowledge and experience utilizing the DSM-5 Knowledge and experience of issues related to mental health, domestic violence, and substance abuse Child abuse/neglect prevention Basic computer skills Experience with/Ability to : Working with families and children in community settings and providing home visitation services. Respond effectively in fast-paced, dynamic, and sometimes high-stress environments. Respond quickly, effectively, and with equanimity to client/family crises and life situations. Provide field-based travel throughout Los Angeles County is required. Seek and synthesize information and produce detail-oriented work. Organize workload and prioritize ability to plan, organize, and prioritize work in a continuously changing and complex environment. Communicate effectively with diverse audiences, verbally and in writing. Develop productive relationships with colleagues and exceptional interpersonal skills required. Work independently and as part of a multidisciplinary team, and welcome opportunities to work across diverse cultures. Handle and manage confidential information in compliance with HIPAA standards and agency policies. Serve as a role model for children/youth, TAY, and families served by must, at all times, be emotionally stable and able to function effectively with clients who may have mental or behavioral health problems. Hostility, aggression, unnecessary or inappropriate physical actions, and inappropriate emotional expression are not acceptable. Promote and safeguard the rights and well-being of LGBTQ+ clients through education, advocacy, and community support. Pay Range:
$73,000
  • $76,000 (In accordance with California law, the expected salary range for this California position.
The actual compensation will be determined based on experience and other factors permitted by law.)
