Job Description

As a member of our Foster Care program, the Licensing Case Manager recruits, trains and licenses foster families. This person also reviews referrals of foster children to best match the needs of the child with one of our licensed families. The Licensing Case Manager will process admissions and discharges of children and maintain a compliant file for each foster family. This person establishes supportive, professional relationships with program staff, stakeholders, and families; ensuring quality of care, program implementation, regulatory compliance, and case management. The Licensing Case Manager provides exceptional service to the foster families in our program by assisting with assessing strengths and needs, setting goals/monitoring progress, being available for support, participating in permanency planning, and advocating for access to community resources and opportunities.
KEY DUTIES & RESPONSIBILITIES
Recruit prospective foster families by distributing marketing material in the community and by attending community events. Host Information Meetings for prospective foster parents. Screens prospective foster parents in accordance with Foster Family Home Licensing Standards. Register and arrange for formal pre-service training for prospective foster parents in MAPP Foundations or Deciding Together (requires certification) Complete all pre-licensure requirements including the Foster Home Application and home study and submit them to the licensing authority for review and approval. Screen referrals from County Department of Social Services for appropriate match with ACH licensed foster families. Contact foster families for possible approval of placement and share all known information about the child in order to make the best match. Assist the families with self-assessment of their strengths and needs to determine if the placement is a good match for their family. Arrange pre-placement visit if applicable. Request and obtain required intake paperwork from the County Department of Social Services as specified by state licensing and accreditation standards. Ensure that all children placed in foster care have adequate clothing and, if needed, assist with referrals to resources for assistance. Manage workload efficiently (including, but not limited to, documentation, quarterly visits, measuring outcomes, and record keeping) to meet accreditation and state standards. Monitor and maintain accurate foster home records and request that foster families submit all required paperwork such as car insurance, home insurance, and car registration as needed. Complete Quarterly and Annual Assessments of Strengths and Needs for each foster family. Offer regular in-service trainings and provide resources for outside in-service training opportunities to ensure all foster families receive at least ten hours of in-service training per year. Ensure that each foster parent completes all required in-service training annually. Ensure that each foster home license is active and in compliance of all state and COA standards. Address any compliance concerns with the foster family and complete a Plan to Strengthen the Family if necessary. Send foster families reminders of relicensing requirements and assist foster parents in completing all required relicensing paperwork in a timely manner. Assess any possible safety concerns at the relicensing home visit. Submit Relicense Application to the licensing authority for review and approval in a timely manner to prevent any lapses in licensure. Submit any foster family Change Applications to the licensing authority for review and approval including change of address or change in household composition. Submit Termination Applications as needed to the licensing authority for review and approval. Complete all license termination paperwork requirements. Work as a team member, actively communicating with all program staff concerning issues, Service Plan, goals, or other items that are in the best interest of the child. Plan and participate in regular family-focused activities and programming. Participate in professional development opportunities by attending training and seminars that are related to this position or assigned.
QUALIFICATIONS
Bachelor's degree in social work preferred; a bachelor's degree in a human services field and 2 years of related experience or an equivalent combination of education and experience may be accepted if they meet NCDHHS guidelines Valid driver's license and acceptable safe driving record must be maintained Intermediate computer skills Licensing certification and MAPP Foundations/Deciding Together certification are highly desireable 1st Aid, CPR certification or willing to become certified through the agency
