Job Description:
The Employment & Training Administration is currently seeking two Case Managers to join their team - one based in Middletown and the other in Newburgh. The Case Manager will plan, coordinate and supervise the activities of individuals enrolled in Welfare to Work programs. The essential nature of the work is to assign program participants to employment activities to meet federal participation work requirements as well as help them to reach economic independence. This position will be responsible for motivating clients to fulfill the terms of their work requirements and to develop a plan to achieve realistic occupational goals. Additionally, the Case Manager will handle the maintenance of participant records, data entry and case note activities that will be entered into and managed in a state database/computer system. Organization and computer experience is required. Due to mandated program participation, at times, the position may call for work with unmotivated clients with multiple barriers to employment. Therefore, the candidate must have strong counseling skills to assess and overcome client barriers to improve responsiveness and compliance with ETA program demands. Travel may be required between the Career Centers and other sites as needed.
Key responsibilities include:
Provides assistance to participants through referral to job readiness training programs, support services, and other appropriate work activities leading to employment. Approves, monitors, oversees and evaluates the efforts of assigned participants in programs to achieve work participation requirements provided through Orange County Career Centers/Employment & Training Administration. Participates in case conferences, informational meetings with various partner agencies and/or service providers regarding client participation programs, job readiness activities and self-sufficiency plans leading to independence. Counsel individual participants to motivate, reinforce and develop a solid work ethic and achieve realistic goals. Will formulate career plans and evaluate barriers to employment as assigned. Maintains participant program records, enters and updates data into Welfare to Work Case Management System (WTWCMS), including the formulation of an assessment, employment plan and other relevant data. Completes reports, compiles statistics, prepares caseload for monthly local and state case reviews. May provide orientation, job readiness and training workshops. Provide mentoring to clients in their job seeking and post-employment related needs. May include employer and work site visits. Provide retention services to both customer and employer. May make training related program or work-site field visits to evaluate participant progress.
Requirements:
Education & Experience Required:
 Bachelor's degree in a related field; OR an Associate's Degree and one (1) year experience working in job training, placement, or human services program; OR three years of equivalent work experience.
Preferred Knowledge, Skills, Abilities, and Worker Characteristics:
Bachelor's degree. Good knowledge of welfare and workforce development programs, policies, and procedures. Good knowledge of the cultural, environmental, and personal factors influencing the lives of persons who are economically disadvantaged, low-income, unemployed, or otherwise facing barriers to employment. Ability to communicate effectively both verbally and in writing. Ability to effectively establish and maintain working relationships with supervising personnel, co-workers, all college/career center employees, and the public. Ability to manage multiple projects. Bilingual Skills.

Salary:
 $48,880 per annum. This position is contingent upon the continued availability of grant funds.
