POSITION SUMMARY
The Case Manager, Legal & Survivor Services provides integrated case management, legal support, and advocacy for human trafficking survivors, with a focus on labor trafficking. Reporting to the Legal Director, this role combines navigating legal processes with addressing essential social, health, and economic needs to foster survivor stabilization. Utilizing trauma-informed and culturally responsive practices, the Case Manager collaborates with our legal team and community partners to empower survivors in achieving their self-identified goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Survivor Intake, Assessment and Service Planning Conduct survivor-centered intake interviews, comprehensive needs assessments, and ongoing reassessments Identify each survivor's strengths, priorities, immediate needs, barriers, safety concerns, and long-term goals Develop individualized service plans collaboratively with survivors based on their self-identified needs and priorities Maintain regular and appropriate contact with assigned participants to monitor progress, identify emerging needs, and update service plans Build trusting professional relationships while maintaining appropriate boundaries and avoiding practices that may retraumatize survivors Promote survivor choice, autonomy, dignity, empowerment, resilience, and self-sufficiency throughout service delivery Case Management and Service Coordination Coordinate access to housing, healthcare, behavioral health services, public benefits, education, employment assistance, childcare, transportation, financial-support resources, and other community services Assist survivors in obtaining identification documents, employment records, medical records, benefit documentation, and other records necessary to access services and supports Help survivors understand and navigate local, state, and federal service systems Coordinate referrals and follow-up with participants and service providers to support continuity of care and successful connection to services Arrange or coordinate transportation, accompaniment, interpretation, language access, and other reasonable supports when necessary Maintain current knowledge of community resources, referral networks, and eligibility requirements relevant to survivors and their families Identify gaps in services and communicate emerging needs to the Legal Director Legal Services Support Work closely with the Legal Director and Legal Services team to support trafficking-related immigration, civil, and other authorized legal matters Assist with client intake, trafficking-related screenings, case preparation, document collection, and organization of supporting materials Support clients in obtaining records and documentation relevant to their legal matters Assist with organizing client histories, timelines, declarations, non-legal forms, and supporting documents under appropriate legal supervision Track case-related appointments, document requests, referrals, deadlines, and client follow-up needs as assigned Help prepare clients for meetings with attorneys, government agencies, law enforcement, or other authorized parties by coordinating logistics, documentation, referrals, and available supports Coordinate communication between clients, Enlace legal personnel, service providers, and partner organizations as authorized Accompany survivors to legal, administrative, medical, law-enforcement, or service-related appointments when appropriate Maintain accurate documentation of legal-support activities in applicable case-management and legal-services systems Promptly refer questions requiring legal interpretation, legal eligibility determinations, legal strategy, or representation to the Legal Director or another authorized legal professional Maintain appropriate boundaries between case management, legal support, legal advice, clinical services, and other specialized professional functions Safety Planning, Crisis Support and Stabilization Work collaboratively with survivors to identify safety concerns and develop individualized safety plans consistent with survivor choice and agency protocols Coordinate access to emergency housing, food, healthcare, behavioral-health services, legal assistance, transportation, and other immediate supports Recognize indicators of trauma and respond using trauma-informed practices within the scope of the position Coordinate with qualified professionals and partner organizations when participant needs extend beyond the Case Manager's role or expertise. Help survivors address barriers related to trafficking, including isolation, language access, lack of documentation, housing instability, financial exploitation, fear of authorities, transportation challenges, and unfamiliarity with service systems Identify social, medical, behavioral-health, employment, housing, or documentation barriers that may affect a survivor's ability to participate in legal proceedings or pursue available remedies Coordinate supportive services that promote stability and continuity throughout the legal-services process Advocacy and Systems Navigation Advocate for survivors with government agencies, healthcare providers, educational institutions, employers, social-service organizations, and other systems as appropriate and authorized Help participants understand available rights, resources, service options, and referral pathways Support survivor self-advocacy and informed decision-making whenever appropriate Participate in multidisciplinary case coordination and case conferencing while protecting survivor confidentiality and choice Maintain strong relationships with legal-service providers, victim-service organizations, healthcare providers, behavioral-health professionals, government agencies, and other community partners Support coordinated approaches that reduce duplication, close service gaps, and strengthen survivor outcomes Community Education and Outreach Participate in targeted outreach and community education activities related to human trafficking, worker rights, available services, and pathways to assistance Support Know Your Rights orientations, trafficking-awareness trainings, workshops, clinics, and community events Assist with community education initiatives regarding labor trafficking, immigrant rights, survivor resources, and available legal and social services Participate in outreach activities that advance trafficking identification, prevention, survivor services, and other organizational priorities Support relationship-building with community organizations and service providers to strengthen referral pathways and coordinated responses Documentation and Compliance Maintain complete, accurate, timely, and confidential case records documenting assessments, service plans, referrals, participant contacts, legal-support activities, services provided, progress, and outcomes Enter required information into applicable case-management, legal-services, CRM, grant, and management-information systems Maintain documentation required by organizational, grant, contract, and funder standards Collect and monitor program data to support outcome measurement, grant reporting, quality improvement, and identification of emerging survivor needs Assist with preparation of program reports, case statistics, grant documentation, and other required materials Protect confidential, sensitive, privileged, and personally identifiable information in accordance with agency policy, professional obligations, grant requirements, and applicable law Immediately report legal, ethical, confidentiality, documentation, safety, or compliance concerns to the Legal Director Administrative Responsibilities Participate in staff meetings, case consultations, organizational trainings, and professional development activities Collaborate with Legal Services personnel and other Enlace programs to promote coordinated service delivery Support special projects, program-development activities, and organizational initiatives related to survivor and legal services Participate in required training related to human trafficking, trauma-informed practice, confidentiality, legal-services procedures, case management, and other relevant topics Perform other duties as assigned consistent with agency needs and the scope of the position

REQUIRED QUALIFICATIONS
Education Bachelor's degree in Social Work, Human Services, Psychology, Public Health, Criminal Justice, Legal Studies, Community Development, or a related field preferred. Equivalent relevant education, training, lived expertise, and professional experience may be considered. Experience Minimum two years of experience in case management, victim services, legal services, advocacy, social services, human services, or a related field preferred Experience conducting client intake, assessments, referrals, and service planning Experience working with culturally and linguistically diverse populations Experience maintaining confidential and sensitive records Experience coordinating services across multiple providers or systems Preferred Experience Human trafficking or victim-services experience Immigration or nonprofit legal-services experience Experience supporting attorneys, accredited representatives, or legal advocates with case preparation and client documentation Experience working with immigrant, migrant, refugee, farmworker, newcomer, or other underserved populations Familiarity with trafficking-related immigration remedies and victim-service systems Grant-funded nonprofit experience Language Requirements Bilingual English and Spanish proficiency strongly preferred. Proficiency in Haitian Creole or other languages commonly spoken by Enlace participants is also valued. The position requires regular community-based travel and may occasionally require work outdoors or in varied environments. Staff must be available for occasional evening and weekend activities based on client, legal, outreach, or program needs.
