BlueSun has an excellent opportunity for an OfficeThis temporary assignment is expected to continue through September 30, 2027, concluding with the end of the HRSN Medicaid waiver. The position requires a candidate capable of operating in a high-volume, detail-centered environment and who possesses advanced skills in Medicaid reimbursement processes, including accurate billing, documentation, participant engagement, and maintaining high billable ratios to ensure program self-sustainability.
Position Summary:
The HRSN Housing Services Case Manager provides short-term case management, rent and utility assistance coordination, documentation review, billing, reimbursement, and quality assurance activities related to Medicaid-funded HRSN housing benefits. This role is not a traditional homeless service or Coordinated Housing Access position; instead, it focuses specifically on Medicaid authorized HRSN housing supports.
Key Responsibilities:
The selected candidate will support all aspects of HRSN housing implementation, including: Reviewing incoming HRSN housing referrals and corresponding CCO authorizations. Collecting participant documentation and verifying financial and housing records. Coordinating authorized rent and utility assistance with landlords, property managers, and utility providers. Prioritizing situations involving eviction risk or utility shutoff. Performing all billing, invoicing, and reimbursement tasks through Unite Us, CareOregon, and Trillium Community Health Plan. Maintaining high accuracy in Medicaid billing to ensure strong billable ratios and program sustainability. Resolving denied, returned, or incomplete invoices or reimbursement requests. Reconciling payments, tracking reimbursements, and ensuring alignment between documentation and financial records. Providing strengths-based, trauma-informed, culturally responsive support to participants. Participating in program meetings, audits, workflow improvements, and quality assurance activities.
Minimum Qualifications:
Candidates must meet all of the following minimum requirements to be considered: Oregon Health Plan (OHP) or Medicaid program experience. Medicaid billing, claims processing, or CCO reimbursement experience, with demonstrated accuracy and compliance. Work experience with Oregon Coordinated Care Organizations (CCOs) including CareOregon, Trillium Community Health Plan, or other Oregon CCOs. Skill and experience resolving denied claims, incomplete submissions, billing errors, and reimbursement discrepancies. Two or more years of professional experience in social services, case management, Medicaid/OHP programs, housing assistance, or closely related fields. Experience working with low-income households or individuals experiencing housing instability. Ability to interpret complex billing guidance and follow detailed reimbursement requirements. Strong attention to detail and proven ability to maintain accurate documentation and financial records. Proficiency with Microsoft Outlook, Word, Excel, Teams, and web-based referral/billing systems. Ability to communicate effectively with participants, landlords, utility providers, healthcare organizations, and community partners. Ability to maintain confidentiality and appropriately manage protected health information.
Preferred Qualifications:
Bilingual English/Spanish Experience with Oregon Health Authority HRSN housing services. Experience using Unite Us or similar closed-loop referral platforms. Experience with eviction prevention, rental assistance, housing stabilization, or utility assistance programs. Knowledge of Clackamas County social services, community resources, or culturally specific service systems.
