Crisis Management Job Description The FEMA Crisis Counselor provides short-term, strengths-based emotional support to individuals and communities affected by federally declared disasters. This role focuses on helping survivors manage stress, understand common disaster reactions, and connect with available resources - not clinical therapy. Crisis counselors work primarily in the field meeting survivors in homes, shelters, community centers and other locations. Essential Duties & Responsibilities Provide emotion support through active listening, validation, and practical coping strategies. Conduct outreach in affected communities, including door-to-door visits, shelters, and community events. Assess survivor needs and offer referrals to local, state, and federal assistance programs. Deliver information on stress reactions, resilience, and recovery resources. Promote community resilience by helping survivors identify strengths and social supports. Document services according to FEMA Crisis Counseling Assistance and training Program (CCP) guidelines. Participate in required
FEMA CCP
training , including Psychological First Aid and cultural competence. Maintain confidentiality and uphold ethical standards in all interactions. Build relationships with other Outreach Coordinators to uplift the collective capacity of the FEMA Crisis Team. Develop a needs assessment to gather insights related to helping survivors manage stress and understand common disaster reactions. Other duties as assigned . Skills & Qualifications Bachelor's degree in psychology, social work, counseling, human services, or related field (or equivalent experience) required. Experience in crisis intervention, disaster response, community outreach, or behavioral health. Strong interpersonal communication skills and ability to connect with diverse populations. Ability to remain calm, empathetic, and flexible in high-stress environments. Comfortable conducting field-based outreach. Valid driver's license and insurance and reliable transportation (mileage reimbursement will be provided) Willingness to work evenings or weekends during disaster response periods. Experience in community outreach and relationship building Self-starter and self-motivated Ability to respectfully work with people of diverse ages, races and backgrounds. Strong time management and organizational skills Bilingual abilities are preferred, but not required
Work Environment:
Field-based work in disaster-affected areas and is generally performed in teams of two. Work is performed primarily in-person. Work primarily takes place during daytime, with occasional night and weekend meetings and events.
