Location Fairbanks, AK, US Organization Name Head Start Job Summary Job Summary:
Job incumbent coordinates and collaborates with family service systems and resource providers to promote meaningful relationships of support and empowerment with family and community members. Incumbent provides site coordination and supervision though teamwork with Prenatal to Five Head Start Coordinators, family visitors and education staff to ensure that provided services meet the needs and expectations of communities, families and children. Job incumbent also provides educational instruction and knowledge to Prenatal to Five Head Start staff and parents in the areas of early childhood education, family services, health services, disability services and program management. Adhere to the TCC Ch'eghwtsen' model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.

Representative Duties:
Under the general supervision of the Head Start Manager, job incumbent will: 1. Coordinate and collaborate with family service systems and resource providers to promote meaningful relationships of support and empowerment with family and community members. 2. Develop collaborative relationships with family service providers and agencies to support family and community service provision. 3. Develop, update, and distribute Community Resource Listings for each Head Start community. 4. Establish collaborative procedures with site staff to carry out family support services that assist families in determining priorities and reaching identified goals through supportive relationships based on resiliency. 5. Develop procedures and assists staff in making referrals for services and follow-up. 6. Collaborate with staff, parents and community members to develop promote and implement parent involvement and participation in program activities. 7. Assist staff and parents in implementing a promotional volunteer program that includes volunteer training sessions, and documentation of activities and in-kind services. 8. Assist staff and parents in advocacy efforts to improve services in local communities. 9. Collaborate with Prenatal to Five Head Start staff, parents and community members to ensure appropriate transition through Head Start programs. 10. Develop and maintain parent orientation materials and provides parent orientations during site visits. 11. Act as the lead in developing and distributing quarterly parent newsletters. 12. Is the point of contact for the local parent committees and Policy Council. Reviews all parent committee meeting minutes and provides follow up to action items. 13. Provide site coordination. 14. Review monthly family services component reports for content, completeness and accuracy. Provides feedback to staff to solicit missing information or clarification that may be needed. Provides constructive criticism and strength-based staff development. 15. Participate in weekly conference calls with site staff to go over the week's events. Provides information and support and guidance in problem-solving, scheduling, program planning and delivery. 16. Make on-site visits to observe direct services in home visits and group sessions. Provides staff development and modeling to strengthen skills and provides recognition and appreciation for program and staff strengths. Checks for compliance with Performance Standards and Regulations and takes action to address any needs. Provides training opportunities and information to staff and parents. Liaisons with local agencies to develop or strengthen collaboration. 17. Provide staff training programs.

Minimum Qualifications Minimum Qualifications :
1. B.A. or B.S. Degree in Social Work, Psychology or human services related field. 2. Two years' experience in family services or human services field with experience working with developmentally appropriate program for children ages birth to five years. 3. Physical exam and negative TB clearance upon hire and every three years thereafter. DTaP and Hepatitis B vaccinations highly recommended. 4. Clear Federal and State criminal background check. 5. Must obtain DEC Food Worker's Card within 30 days of hire. 6. Must complete Bloodborne Pathogen training immediately upon hire and annually thereafter. 7. Adult, Child, and Infant CPR and First Aid Certification within 30 days of hire and bi-annually thereafter. 8. Must pass background check pursuant to Alaska DHSS and federal Indian Child Protection and Family Violence Prevention Act requirements.
Knowledge, Skills and Abilities:
1. Strong verbal, written and interpersonal skills. 2. Knowledge of or ability to learn federal and state laws and regulations. Must be able to travel extensively. 3. Computer experience using Microsoft applications. 4. Demonstrated ability to facilitate professional development training. 5. Strong understanding and sensitivity to diverse cultures and lifestyles, with demonstrated experience working effectively with Alaska Native populations.
Supervision:
This position supervises The Family Advocate and Family Visitors.
Supervision Physical demands:
Position requires extended periods of sitting and consistent work with computers, with high level of typing. Must be able to lift and carry up to fifty pounds in support of office supplies and children. Kneeling, stooping, crawling, climbing and balancing. Extensive travel to remote locations in an unpressurized aircraft is required. Frequent exposure harsh weather conditions.
Summation Summation:
This position requires excellent time management skills, organizational skills, and the ability to prioritize multiple tasks.
